日本大学を中退して毎日新聞に入社し、これだけの大災厄を日本に与えたのだから、この男は信じがたい戯けである、と題して2017-03-15 に発信した章である。
昨日、従軍慰安婦問題を捏造したのは京大の熊野寮に平然と不法滞在を続けていた一人の在日韓国人と、この男にそそのかされた大分の一主婦が始めたものである、と書いたが、これを訂正しなければならない事に気が付いた。
3年前の8月以降、私が知った名前に千田夏光という名前が在った。
歴史通最新号で、この男の名前を見ていたから気が付いたのだが。
そもそも、浅海一男が毎日新聞の記者で100人斬りなどという噴飯物の捏造記事を書いた事が、日本が中国に対して、人類史上最大の資金と技術の援助をする羽目に成ったのである。
正に売国奴であったこの男が、真実を暴露する前に、中国は彼の一家を北京に呼び寄せ、豪華待遇で遇した。娘は北京大学に入学した事などの経緯を高山正之は私に教えてくれた。
この千田夏光というのも毎日新聞記者だったのである。
言うまでもなく日本の優秀選手どころか、二流選手の代表の様な人間が、メディアに就職し、このような大災厄を国家にもたらして来たのである。
その伝統が、今も、野党、朝日などのメディア、これに同調している文化人たちといわゆる人権派弁護士たちの間に受け継がれている事は、連日の報道、連日の国会審議を見れば明瞭だろう。
千田 夏光（せんだ かこう、1924年8月28日 - 2000年12月22日 本名：千田 貞晴）
薩摩藩士で貴族院議員だった千田貞暁の曽孫として1924年、現・中華人民共和国の大連市に生まれる。日本大学中退後、毎日新聞に入社。1957年からフリー作家となる。
1964年、毎日新聞発行の写真集『日本の戦歴』を編集時に「不思議な女性の写真を発見し」「この女性の正体を追っているうち初めて慰安婦なる存在を知った」後、1973年には、『従軍慰安婦 正編』を上梓し、その中で「従軍慰安婦」という語を戦後の文書ではじめて使用した。
その後、日本や韓国をはじめとする慰安婦問題に大きな影響を与えた。

『従軍慰安婦 正編』の中には原善四郎（関東軍参謀）に面会し、「連行した慰安婦は8千人」との証言を引き出したとの記述がある。
しかし、原の軍歴に間違いがあったため『正論』や『諸君!』で面会した事実に相次いで疑問が投げられた。
また、同書において麻生徹男軍医を慰安所発案の責任者であるとほのめかすように描いたことについて、1996年、麻生軍医の娘である天児郁は千田が「これらの著述は誤りであり、今後誤解をまねく記述はしない」と謝罪したと述べている。
天児郁の元には、麻生を慰安婦考案者と誤解し、「民族のうらみをはらす」「謝れ」などと娘も含めて罪人扱いする者が大勢訪れたとされる。
朝鮮人慰安婦強制連行「20万」説
1973年に発表した著書『従軍慰安婦―“声なき女”8万人の告発』のp.106には以下のように記述されている。
『挺身隊』という名のもとに彼女らは集められたのである。（中略）総計20万人（韓国側の推計）が集められたうち『慰安婦』にされたのは『5万人ないし7万人』とされている
この根拠を調べた在日朝鮮人運動史研究者の金英達（キム・ヨンダル）によると、以下の1970年8月14日付けソウル新聞の記事を千田夏光が誤読して典拠したとされている。
1943年から1945年まで、挺身隊に動員された韓・日の2つの国の女性は全部でおよそ20万人。
そのうち韓国女性は5〜7万人と推算されている
このソウル新聞記事における「5〜7万」の推算の根拠は不明であり、確実な資料から判断すると官斡旋による強制性のない朝鮮半島からの女子挺身隊は多く見積もっても4000人ほどと推算されている。

以下は昨日発売された月刊誌正論今月号、特集　本当に「みなさまのNHK」？に、論理的にぶっ壊す、と題して掲載された、藤原かずえさんの論文からである。
慧眼の士は皆、彼女が極めて明晰な頭脳をもった、まさに、ただものではない事を知っているはずである。
今月号の正論もまた、日本国民全員のみならず世界中の人たちが必読の書である。

偏向ドキュメンタリー　
ここまでは、ＮＨＫの構造的な問題点について議論してきましたが、以降は、ＮＨＫの報道コンテンツの内容が公共放送の要件である自主自律・公平公正・不偏不党に合致した適正なものであるかについて具体的に検証していきたいと思います。　
ＮＨＫの報道コンテンツの中でとりわけ疑問視されることが多いのがドキュメンタリー番組です。
ＮＨＫのドキュメンタリー番組には基本的に秀逸な作品が多く、公共放送の重要性を強く認識させてくれる一方で、近現代史を取り扱った一部の作品には、一方的な史観に立った偏向が実際に認められます。
法体系に基づくことなく昭和天皇に強姦罪を宣告した女性国際戦犯法廷を取り上げたＥＴＶ特集「問われる戦時性暴力」や、都合のよい情報ばかりを並べて結論を導く【チェリー・ピッキングｃｈｅｒｒｙ　ｐｉｃｋｉｎｇ】の手法をふんだんに使ったＮＨＫスペシャル「ＪＡＰＡＮデビュー・アジアの一等国」はその典型であり、各方面から多くの批判が起こりました。
これらの近現代史ドキュメンタリー番組に共通した特徴は、ネガティブな感情を引き出すＢＧＭが延々と鳴り響き、視聴者を刺激し続けることです。
視聴者はこの【音楽情動musical emotion】により不安、恐れ、怒り、悲しみ、不幸等のネガティブな感情を持つように誘導されていくのです。
令和の世になってもこのような偏向報道は継続中であり、2019年8月12日放映のＮＨＫスペシャル「かくて"自由"は死せり」は妥当な帰納原理を欠く支離滅裂な内容でした。
この作品は、日本新聞なる弱小メディアの主張が政府を操り日本の自由を奪ったとする検証不可能な【もっともらしい物語just-so story】を展開するものであり、前後に発生した事象を無批判に原因と結果と認定する【前後即因果の誤謬ｐｏｓｔ　ｈｏｃｅｒｇｏ　ｐｒｏｐｔｅｒ　ｈｏｃ】に陥っていました。
公共放送に必要なのは、事実の「報告」と「解説」であり、大衆誘導につながる制作者の勝手な「解釈」や音楽情動等の「演出」は国民にとって有害です。
このような作品を制作し続けている限り、ＮＨＫは公共放送局として不適です。
不適切なニュース・コメント　
ＮＨＫのニュースは、事実関係の要点を簡明直截に淡々と報じ、論点を明確にするという点で非常に優れています。
キャスターのアナウンス能力も高く、民間放送にありがちな扇情的なアクセントもほとんど認められません。
ただし、自主自律・公平公正・不偏不党といった公共放送としての要件を完全に満たしているかと言えば、必ずしもそうとは言い切れません。
スタジオ・トークにおいて、キャスターが個人的な価値観（台本を読んでいるので、実際には「番組」の価値観）を表明したり、感情に訴える発言をしたりするなど、公共放送としての自覚に欠けた状況もしばしば認められるのです。
二ユースウオッチ９を例にして検証していきます。　
〈韓国に異例の輸出規制強化へ〉
有馬アナ：本当に残念ですね。こんな事態になってしまったことが残念です。（2019年7月1日）

桑子アナ：まだ候補地も決まっていないのにさらにその処分場の調査から建設まで30年もかかるって聞くと現実昧が感じられないですよね。
有馬アナ：このまま漂流してしまうのではないかという不安感すら覚えます。（2019年4月18日）

桑子アナ：福島では二週間前にようやく残る一つの漁港が再開されたところですよね。その海や大気にタンクの水を放出しないでほしいというのは当然のことだと思います。（2019年8月9日）　
〔注釈〕高レベル放射性廃棄物の地層処分や原発の処理水放出といった施策の安全性を専門的に分析して風評を抑制すべき立場の存在が、感情に訴えて風評をひたすら増幅するようでは、公共放送の資格はありません。　
以上、本稿では、ＮＨＫの構造および放送内容について分析し、その問題点を指摘しました。公共放送は、三権や放送局ではなく、国民から統治されるべきであり、この理念の下に現制度を論理的にぶち壊して国民誰もが納得する公共放送を構築することこそ重要であると考えます。

この時、福島第一原子力発電所で起きている事に対応するのに、最も重要な男を、信じがたい感情論で小牧空港に引き返させた男が当時の防衛大臣北澤俊美である。『一民間人が、この非常時に自衛隊のヘリコプターを使用しているとは不届きな、即刻引き返せ、』と彼は命令したのである。
現場はベントを開放するしか方法はないと思っていたが、社長不在で決定がなされていなかった、翌朝、菅直人首相は（退陣が決定的だった情勢が一変していたから、彼は、ここで更に国民に印象付けようとしたのだろう）日本中、世界中の誰もが、状況を報道で知っていた中、ヘリコプターで現地に向かった。その機内での様子を同乗させていたテレビカメラで国民に放映させながら。私の故郷の閖上が津波に襲われて浸食されていった様子は当日に日本中、世界中の人間が、二度と忘れる事が出来ない惨状として知っていたにも関わらず。私は、この時、この男、菅直人という人間は史上最低の男だと憤怒を覚えたのである。
首相が来る、社長はいない、ベントの開放が出来るわけもない。
ベントの開放を行えば、空中に放射能が発散される事は免れないからである。
今週号の日経ビジネスは巻頭に上記の北澤俊美の談話を掲載しているだけではなく、掲載記事の中から、今週の名言として、この男の言葉として「政治は感情で判断してはいけない」と大書しているのである。

私は、先ず彼の名前の正確な綴りを検索したのですが、一段落した今、ちょっと彼の事を検索してみたところ、以下の労作を発見しました。
それにしてもジャーナリストを職業とした高山正之の博覧強記ぶりには世界中の人たちが驚嘆するでしょう。
　東北関東大震災については、海外でも大きく報道されて、被災地支援の輪が広がっています。大変ありがたいことだと思います。
　この大震災の様子の報道の中で、被災地の報道とともに海外メデアが取り上げて称賛しているのが、大震災にあいながらも、略奪や暴動が起こらない日本人の秩序の良さや治安の良さです。
　テレビでは、支援物資を受け取るにも整然と並んでまっていたり、電話の順番がくるのを長時間並んでいる姿が報道されました。
　また、自分の悲しさやつらさを表に出さず、それを懸命にこらえ、支援する人たちへのお礼をいう姿も報道されます。
　こうした姿が、海外の人々の心を打っていると思います。もちろん私たちの心をうつのは当然のことです。

　この日本人の秩序の良さは、昔から日本人が培ってきた美徳だろうと思います。
　江戸時代でも、日本を訪れた外国人は日本の治安の良さを称賛してくれています。
　それは幕末にスイスと日本との間に修好通商条約を結ぶため、主席全権として来日した
アンベールです。

　エメェ・アンベールは、文政2（1819）年にスイスで生まれました。c0187004_22135127.jpg高等学校の教師の後、嘉永元（1848）年に臨時政府の書記、憲法議会の議員となり、さらに州内閣の文部大臣を務めました。
　スイス政府は日本との国交を開くために先遣としてスイス通商調査派遣隊を日本に派遣していましたが、幕府がスイスと条約締結の用意があることを知り、アンベールを特名全権公使に任命し、アンベールを来日させることにしました。
　文久3年（1863）、アンベールは、スイスと日本との間に修好通商条約を結ぶため、主席全権として来日しました。
　幕府との交渉の末、江戸高輪伊皿子のオランダ公使館のある長応寺で条約に調印したのは、年も押し詰まった12月（1864年2月）のことでした。 
　アンベールは条約締結交渉の合間を利用して、江戸のほか、横浜、鎌倉、京都を旅行し、日本の歴史、地理、宗教、社会制度、政治機構、風俗習慣などを、旺盛な好奇心で観察、調査し、のちに日本での見聞記をまとめ、「日本図絵「（1870年刊。日本語訳は高橋邦太郎訳」アンベール幕末日本図絵」） を刊行しました。この「日本図絵」は今は刊行されていません。講談社学術文庫「絵で見る幕末日本」（右写真）として刊行されています。

　この「日本図絵」の中で、アンベールは、江戸の治安の良さを賞賛していると青木宏一郎氏が「幕末・維新江戸庶民の楽しみ」の中で次のように書いています。

　　『広場や遊歩道や大通りが見事に管理され市場や人々の交遊が立派に秩序だっている』のに感心し、（中略）、大川（隅田川）について特に『毎夜ここで落ち合う多勢のそぞろ歩きの人たちは、ごくささいなことでも、事故はいっさい起こさない。ところが江戸の町はとりわけ広いのに、ヨーロッパの都会の歩道で巡査が必死になって守らせようとしている交通の規律も、日本人がまったく見事に実践しているのである』と手放しの賞めようである。」

　電車の運行本数が少なくなっているため、通勤電車は大混雑しています。しかし、身動きできないよう状態の中でも、大声をだしたり、怒号が飛び交うことがまったくありません。
　大きな声が出るのは乗客が降りる際の「降ります」だけです。この声が聞こえると、大勢の人が、その人が降りられるように、隙間をつくってくれます。

　こんな日本人を海外の人たちは驚異の目でみてくれています。
　被災地の惨状が海外に発信されるだけでなく、日本人の素晴らしさも私たちが意識しないうちに海外に発信されています。みんなで頑張りましょう。『ガンバレ！ニッポン』

以下は米国の実相を伝える数少ないジャーナリストである古森義久が産経新聞に掲載している「あめりかノート」、昨日3頁に掲載された論文からである。

ついそんな皮肉な思いさえ感じさせるこのところのトランプ評である。
欧州訪問やロシアのプーチン大統領との会談での言動に酷評が浴びせられた。
「西欧との同盟を破壊する」「敵のロシアと手を結ぶ」「無知で衝動的だ」etc.である。
あたかもトランプ氏の命運が尽きたという断のようだ。　
この切り捨てふう判定はほとんどが大統領のメディアとのやりとり、そして自身のツイッターでの発信が根拠となっている。
確かにトランプ氏の言語表現は最初から既成の政治リーダーとは異なる。
単純明快だが、粗雑である。
その型破りな特徴は政治やメディアでエリートとされる層を激怒させてきた。　
米側のそんな傾向に依拠するような日本側の評価はいまだに「不動産業、ディール、中間選挙目当て」が大勢のようだ。
不動産業に従事した人は政治はできない、金銭上の損得のディールだけ、政策はなく、中間選挙へのアピールだけ、という断定だといえよう。　
だが一昨年の大統領選からトランプ氏の動きを追い、政権登場後の公式の政策を知り、さらにトランプ支持層の動向を眺めてくると、どうしても異なるトランプ像がみえてくる。　
たとえばいま北大西洋条約機構（ＮＡＴＯ）の破壊の企てのように伝えられる西欧側への防衛負担増大の求めも、実はトランプ氏は2016年４月の大統領候補として初の外交演説で第一の公約としてあげていた。
ＧＤＰ（国内総生産）2％の防衛支出の要求である。
「公正な負担を」という一貫した政策なのだ。
オバマ前政権もこの政策を推していた。
米国民多数も賛同する。
トランプ氏の衝動でも破壊でもないのだ。　
トランプ氏はＮＡＴＯ体制の維持と強化も政策として掲げてきた。「国家安全保障戦略」や「国家防衛戦略」でも大統領として明言している。
今回のＮＡＴＯ首脳会議での共同声明でも確認された。
トランプ氏はＮＡＴＯ堅持の上での公正な負担を求めるのだ。　
ロシア政策にしてもトランプ氏は前記の安全保障や防衛の「戦略」文書でロシアをはっきりと米国主導の国際秩序の破壊企図国と位置づけてきた。
ロシアのクリミア奪取への制裁も緩めていない。
それになによりもそんな潜在敵のロシアや中国の膨張を抑えるために米国の軍事力を大幅に強化し始めた。
今年度の国防予算は前年度から13％増、ＧＤＰの4％ほどなのだ。　外交ではトランプ氏は昨年９月の国連演説で「原則に基づく現実主義」という理念を掲げ、国家主権に基づく「力による平和」という政策を語った。
同年７月のポーランドでの外交演説でも民主主義や人権など普遍的価値を強調した。
政策を明確に打ち出したのだ。
だが反トランプのメディアは政策を無視し、奔放な発言をあおり、放言、失言に集中砲火を浴びせる。　　　　
それでも米国一般のトランプ支持は揺らがない。
逆に最近の世論調査での支持率は50％近くになった。
そんなところに、「もう一人のトランプ大統領」を実感させられるのである。
