欧米諸国より圧倒的にエネルギー自給率が低い日本が、発送電分離を進めて、電力供給をさらに不安定にし、資源調達力を弱める必要がいったいどこにあるのか。原発事故以降内向きになっている日本のエネルギー政策論議は、極めて危険である。

福島第一原子力発電所の事故以降、発送配電分離論が再燃している。その理由がよく分からない。発送配電分離とは、余剰発電設備の存在を前提に、発電分野における競争を促進することを目的とするもので、電力不足が懸念されている状況下で議論するような話ではないからである。
　
欧米においても、自由化によって、電気料金は逆に上昇して低所得者層へのしわ寄せが政治的に問題になったり、安定供給やエネルギー安全保障、温暖化対策とのバッティングが問題になったりしている。

日本が周回遅れで発送配電分離を進めようとするならば、これらの問題をどう解決していくのか、制度設計や政策于法を明確に示すことが必要だ。

余剰設備をどうするか
　
インフラ的な財・サービスにおいては、公的機関が何らかの形で最終的な供給責任について関与していることが多い。例えば金融は、最後の貸し手として日本銀行が存在する。石油については、政府が直接原油タンクを保有し原油を備蓄している。
　
電気は、常に需要と同量の供給がなされなければ安定的に供給することはできない。トラフィック錯綜時の繋がりにくさが許容される通信とは異なる。
＊孫正義のやりかたは電気には通用しないのである。

電気は、需要に供給が追いつかないと電力系統全体の周波数が低下し、発電所が運転を続けられなくなり、最悪広域停電に至る。需要に比べて供給が多すぎても、送電網を物理的に破壊する危険性がある。
　
こうした生産と消費の同時性、そして備蓄の困難さという電気の特徴から、政府が最終的な供給責任を負うことはできず、電力会社に電気事業法で供給義務を課している。電力会社は、ピーク時に需要が満たせ、設備のトラブルや急な雷要の変動といった不測の事態にも対応できるだけの余剰設備を常に抱えておく必要があるが、それは収益を圧迫する。

*収益を圧迫することには投資をしないのが20世紀資本主義であることは言うまでもない事実である。
この様なやり方を採用している国々で、大規模停電が頻発するのは当然なのである。

独占－料金規制－総括原価方式（原価に適正利潤を乗せた形で法的に査定される方式）により利潤が保証されてきたのは、最終供給責任の実行を担保するためだ。独占が電力会社の体質を歪めてきたとしたら、是正のための規律付けを考えるのは当然だが、それが直ちに発送配電分離を意味するわけではない。

現在の日本での発送配電分離論や自由化議論は、世界で言えば周回遅れの議論である。エネルギー安全保障や温暖化対策など、経済性だけで割り切れないエネルギー分野独特の政治的な問題が浮上しているなかで、自由化モデルは、むしろ現代的な政策目的に合わなくなっているというのが世界の現実であり常識だ。原発事故以降内向きな発想になっている日本のエネルギー政策論議は、極めて政治的であり、非常に危険な状態である。

1980年代以降、旧通産省・経産省が犯した致命的なミスは、世論に迎合したことです。高度経済成長が達成され、「もう政府が経済を指導する時代ではない。通産省はいらない」という声が上がり始めると、生き残るために人気取りに走った。

実は、産業を所管する経済官庁の役割はますます重要になっているんです。産業よりも金融を重視する金融資本主義的な動きが強まり、企業は短期的な利益を追い求め、技術開発や人材育成にお金を回さなくなった、グローバル化の結果、先進国では輸出が伸びても国内賃金び上がらず、輸出企業の利益と国民の利益が一致しなくなった。

こういう時代になると、産業を所管する官庁は、企業の利益と対立してでも経済を規制し、国民の長期的な利益につながる事業や地域共同体にお金が回る仕組みをつくる必要がある。だが旧通産省・経産省はまったく逆に、世論に押されて規制緩和と自由化を進めてしまった。

08年のリーマン・ショック以降、世界市場は縮小し、各国は限られたパイを求めて市場獲得競争を繰り広げています。ＴＰＰは、米国がそのために進めている構想です。

日本政府は、外国の攻勢から国内の市場を守り、内需を成長させるべきなのに、経産省はまたしても逆に、ＴＰＰを推進して外需を取ろうとしている。ＴＰＰに加盟するのではないかとの不安があると、東北の農業の復興は難しくなる。ＴＰＰ推進は、被災地を見捨てる、誤った新自由主義的な議論に他なりません。

90年代から、新自由主義的な勢力や世論が力を持つようになりました。経産省はその手先として働いた。経産省は政治力が弱い。予算が少なく、規制の権限も弱い。世論に迎合せざるをえない素地がもともとある。

原発事故で批判が高まったので、経産省がますます人気取りに走る危惧があります。この厳しい時代には、世論の不評を買ってもやらなくてはいけないことがある。政治家には選挙があるし、企業は利益を上げなくてはいけない。

官僚だけが世論に抵抗できる。でも、経産省は、不要論を恐れるあまり、ずっと世論に迎合してきた。
これから経産省が果たすべき仕事は、国内市場の防衛と、エネルギー安全保障や安全対策の強化、お金を国民の長期的な利益になる方向に回すことです。

グローバル化を推進するのではなく、国民の利益を守る「経済安全保障省」であるべきなんです。
