On June 29, Beijing released that it has promulgated new "rare earths management regulations," which stipulate state involvement in rare earths.
The aim is seemed to upgrade state control over the entire process from mining to import and export, and to tighten supply-control.
It stipulates that illegal activities are dealt based on the law, and even penalty-clause(s) is embedded in it.
It's explained that the regulations will be enforced on Oct. 1.

It stipulates that a unified plan will be implemented in order to develop the industry under the state protection.
Last year, Premier Li Qiang emphasized that "rare earths are strategic mineral resources" and launched a policy to crack down on illegal mining, etc.
