I thought the same thing when I read the records of Korean workers before the end of the war too. Even if each individual was a good hard worker, when they were in a group, various problems emerged.
Persons, who were quiet and well-behaved when alone, could be swayed by group psychology and turn to delinquency, when they were in a group with fellows from the same hometowns and the region (* not a country, because the Korena Peninsula was annexed by Japan around that time).
I can understand to have paid consideration that they were probably lonely when they were alone. However, there was a negative aspect too.
