人民の政府への怒り　
最も信頼できると言われる統計でさえも全面的に信じることは難しい。
中華民族はどこまで行っても融通無碍なのだ。
だがいま、中国経済はもはや隠しようもなく大きく落ち込んでいる。「日本経済新聞」が３月１日付で、景気指数で最も信頼できるといわれる製造業の購買担当者景気指数（ＰＭＩ）が、２月は市場予想の46を大きく下回る35・７だったと報じた。
リーマン危機よりもっと深刻だ。　
こうした緊急事態で、習近平政権は情報のコントロールにしても、人民の統制にしても、国家の秩序を維持し自身の政権基盤を守るための、より強硬な締めつけ策に走っている。　
今回、武漢ウイルス撲滅の現場に中国人民解放軍（ＰＬＡ）の姿が全く見えない。
地震などの場合、いち早くＰＬＡが投人され、国民に奉仕する軍として喧伝されてきたのとは対照的だ。
これは、湖北省を捨て、軍は北京を守るために温存するという習氏の決断の反映ではないか。　
中国歴代の王朝は、明も清もペストなどの疫病を一つのきっかけとして滅びた。
習氏は、疫病を抑制できなかった場合の人民の政府に対する怒り、その結果としての革命と政権交代の恐さを知っているのである。
氏が最も恐れるのは人民の怒りであり、今回の武漢ウイルスを、建国以来の大危機ととらえているはずだ。　
中国は事実、49年の成立以来の最大の危機に直面している。
数年前から経済が悪化する中、トランプ米大統領に貿易戦争を仕掛けられ、経済はさらに落ち込み続けている。
ウイグルをはじめとする民族問題について、その非人道的抑圧の実態が、あろうことか中国共産党内部からの告発で国際社会の知るところとなった。
ウイグル問題が香港問題につながり、さらに台湾で民進党の蔡英文氏に大勝利をもたらした。
中国共産党は深い傷を受けてのた打ち回っている。　
米中の対立はこれからも続く。
日本がすべきことは、日米両国が他の多くの国々と共有する価値観に基づいて、国際社会を中国化する如何なる動きも抑制していくことだ。
武漢ウイルスへの対応で当初見せたように、中国からの情報に惑わされることは決して繰り返してはならない。

少なくともこの素早い反応から読みとれるのは、中国側が武漢ウイルスに関する国際社会の報道を隅々まで監視しているという点だ。

「ザーサイ指数」　
武漢ウィルスの感染拡大を中国当局が隠蔽していると報じた中で、私は、感染が広東省にも広がっていること、そのひとつの証左として病院とはいえない鉄格子つきのプレハブ収容施設が突貫工事で建設されていることを報じた。　
同じ内容の情報を私は２月23日、フジテレビの朝の番組「日曜報道ＴＨＥＰＲＩＭＥ」でも語ったのだが、私の引用した中国メディアの「21財経」がすぐに「追加取材」して、病院建設は中止されていると報じたのである。
広東省での感染拡大を否定しようという意図だろうか。　
少なくともこの素早い反応から読みとれるのは、中国側が武漢ウイルスに関する国際社会の報道を隅々まで監視しているという点だ。
「独立系メディア」と思われていた「２1財経」も、当然といえば当然だが、中国政府の手の内にあることを忘れてはいけないということだ。　
中国で育ち、中国社会を知悉している産経新聞外信部次長の矢板明夫氏が中国情報の危うさに関して「ザーサイ指数」という言葉を教えてくれた。
ざっと以下のような意味だ。　
中国の統計が信じ難いことは、中国経済の責任者である李克強首相も公に認めてきた。
地方政府など下から上がってくる数字は全て、中央政府の喜ぶ傾向を示しており、そんなものを信用していたのでは判断を誤る。　
そこで李氏らは農民工とザーサイの関係に目をつけた。
社会の底辺で働く農民工の増加はすなわち、実体経済が盛んであることを意味する。
農民工の増減をどのように調べるか。
彼らは貧しく多くが男性で、食事はたっぷりのザーサイをおかずにした山盛りのご飯だ。
よって、ザーサイの売り上げ増加は農民工の増加、生産活動の活発化、景気の拡大を意味するとの理屈で中国政府はザーサイの売り上げを参考にするようになった。　
しかし、そこから先がいかにも中国らしいと矢板氏は笑う。　
「数年前にザーサイ指数について報じられると、地方政府がザーサイ売り上げの水増し報告を始めたのです。結局旧の木阿弥です」　
中国経済の実態を一番正確に示すのが①中長期貸出残高、②電力消費量、③鉄道貨物輸送量の対前年比伸び率を一定の方式で組み合わせて計算された数字だと言われている。
この点も矢板氏は疑問視する。　
「地方政府は何とか認めてもらおうと、中央政府の聞きたい数字を作成します。基礎的統計でさえもそこに中央政府が注目していると判断すれば、地方政府は当然、手を加えます」
この項続く。

日本政府、とりわけ厚労省の初動の遅れは中国や中国の影響下にある世界保健機関（ＷＨＯ）の情報を信じたことが原因のひとつである。

以下は木曜日に発売された週刊新潮の掉尾を高山正之と並んで飾っている櫻井よしこさんのコラムからである。
この論文も彼女が最澄が定義した「国宝」であることを実証している。
ウィルス・経済・外交、行き詰まった習近平
中国湖北省武漢市で発生した新型コロナウイルス封じで、安倍晋三首相が矢継ぎ早に対策を打ち出した。　
２月25日には基本方針を決定し、各種イベントの一律自粛は求めないが、各団体は開催の必要性を再検討してほしいと要請した。　
26日、日本が武漢ウイルス蔓延を防げるか否か、今後２週間が岐路になるとの専門家の意見を容れて、首相は多数の観客が集まるスポーツ・文化事業の主催団体に対し、同期間の行事の中止、延期、規模縮小などを明確に要請した。　
「首相要請」の影響は大きく、朝日新聞はこれを同日夕刊の１面トップで報道し、以降、全国にイベント中止の動きが広がった。　
27日、首相はすべての小・中・高及び特別支援学校に週明けの３月２日から春休みまで臨時休校にするよう要請した。　
一連の首相判断があって初めて、世の中全体が武漢ウイルスと戦う形ができたといえる。
いまは日本全体が小異を捨て、一致して首相判断に基づきウイルス蔓延を防ぐときだ。　
無論批判もある。
「唐突で急拵えだ」（岸田文雄政調会長）、「撤回すべきだ」（立憲民主党副代表・蓮舫氏）などを筆頭に地方自治体の首長らからも不満や批判の声があるが、本気か。
ウイルス襲来に十分な体制で臨めるのであればそれが最善だ。
が、首相も言っている。
「判断に時間をかけているいとまがない中、政治的判断をしなければならない」と決意したと。　
走りながらの対策が必要なのが今であろう。
現場の混乱は十分承知だが、今はウイルス拡散を抑えることが最重要だ。
与党も野党もなく、武漢ウィルスを国難ととらえ、全員が努力する時期だ。
私は首相の決断を高く評価する。　
日本政府、とりわけ厚労省の初動の遅れは中国や中国の影響下にある世界保健機関（ＷＨＯ）の情報を信じたことが原因のひとつである。中国における武漢ウィルス拡散の実態は発表されているよりはるかに悪い。
私はその点を先週当欄で報告したが、中国側から興味深い反応があった。

十一月の大統領選に向け、経済指標の底上げを至上命題としているトランプ政権は、今年に入ってからは、対中報復関税を緩和したり、ファーウェイに対する使用制限の実施を延期するなど、米中の緊張緩和をアピールし続けた。
新型ウイルスに対する中国の対応についても、トランプ大統領はツイッターに「習近平国家主席はよくやっている」と投稿、対応に追われる習主席をねぎらう余裕すら見せた。　
ところが、中国人のアメリカとの往来については、中国に滞在した外国人全ての入国を拒否する一方、アメリカ人の中国全土への渡航自粛を打ち出したのである。　
日本政府の対応よりも迅速かつ厳格な水際対策だった。
あくまでドライに実利を追求するトランプ大統領が、必要もないのに経済を冷え込ませる過剰な措置をとるはずがない。　
「トランプ政権は、我々が知らない情報を握っているのではないか」　二月中旬に入ると、他にもいくつかの不自然な現象や兆候がキャッチされたことから、一部の政府中枢の関係者の間では、アメリカが新型ウィルスに関する重要な情報を隠しているのではないか、という疑念が秘かに広がっていった。　
盤石と見られた安倍・トランプの日米蜜月にさえ亀裂が生じかねない疑念を政府中枢が持つに至った背景には、武漢という土地の特殊性があった。
武漢ウイルス研究所の正体　
新型コロナウィルスは、ある種の蝙蝠を宿主として、武漢市内の海鮮市場で拡散されたというのが当初の見立てだった。
しかし、武漢のある湖北省を超えて中国全土に一気に拡散された感染力などから、「自然に発生したウィルスではないのではないか」という見方は根強くあった。　
一月中旬にはインドの感染症学者が、新型ウイルスに「人工的に加工された痕跡がある」という論文を発表した。
そこで世界中の関係者の注目を浴びたのが、武漢ウイルス研究所だった。
中国の科学分野の最高研究機関である中国科学院が運営する、世界最高レベル（Ｐ４）のウイルス研究施設だ。
このレベルの研究所は、中国ではここだけだ。　
あまりに急速かつ特異な感染拡大の経緯をたどっただけに、生物兵器として開発された武漢ウイルス研究所で人為的に作り出されたウイルスが、誤って（あるいは人為的に）拡散されたのではないかというのだ。　
こうした武漢ウイルス研究所を起点とする「人工ウイルス説」は、二月中旬段階では憶測の域を出ていない。
しかしウイルスの出自は別としても、そもそも湖北省とその省都・武漢という都市が、習近平総書記にとって他の地域とは全く違う特別な意味を持つエリアであったことが、日本政府中枢の疑念をより深刻なものにしていた。　
私の手元に、全十六ベージからなる「長江（揚子江）生産技術工業研究院設立趣意書」という中国語の書類がある。
習近平氏の「長江大保護」という掛け声のもと、武漢に巨大な研究所を作り、揚子江流域の総合的な開発計画を一大国家事業とするという壮大な計画を詳細に解説している。
受け皿となる長江保護本部は中国政府などから二・三兆円の資金を保証され、すでに一・三兆円を調達済といわれている。　
この書類によれば、長江生産技術工業研究所は、前述の「中国科学院」に加え、「長江科学院」「上海測量設計研究院有限公司」の三団体が設立を主導する。
そして、湖北省にある世界最大の水力発電ダム・三峡ダムを運営している「中国長江三峡集団」が、武漢市政府と協力して、インテリジェント型工業産業パークを作るという。　
たしかに中国共産党中央委員会は二〇一二年に第十八回全人代で、揚子江流域の生態系保護、科学的発展を大目標に掲げ、「流域の質の高い発展を目指せ」との掛け声をかけた。
二〇一三年には習氏自ら武漢を訪れ、計画の着実な実施に向けて各施設を回って陣頭指揮をしている。　
そしてその構想は、二〇一四年に北京で開かれたＡＰＥＣ（アジア太平洋経済協力会議）で習近平氏がぶち上げた「一帯一路」構想へと発展していった。　
中国本土を西から東へ流れる世界的な大河・揚子江は、湖北省で武漢を大きく迂回するように北側に蛇行したあと、上海で東シナ海に注いでいる。
習氏は沿岸地域に偏った経済発展を内陸に展開させ、陸路で中央アジアからヨーロッパへと結ぶ「一帯一路」の最大の拠点として、武漢を位置付けていたのである。
習近平プロジェクトの謎　
このプロジェクトで目を引くのが、そのスローガンだ。
基本的に内陸部の経済発展を目指しているにもかかわらず、「長江大保護」として生態系の保護を前面に打ち出し、習氏自ら「生態回復を至上命題とせよ」と繰り返し指導しているのである。
武漢の生態系は、回復を至上命題としなければならないほど、何かに汚染されているというのだろうか。　
その武漢の地を、昨年十二月初頭から中旬にかけて、日米の三つの特徴的な民間団体が訪れていたことはほとんど知られていない。南関東の水質浄化の先端企業と、関西の環境ビジネス商社、アメリカ中西部を拠点とする人工知能にかかわる研究者集団だ。そして、この三つの企業の共通点はただ一つ、「ウイルス制御、ウイルス除去の特殊技術を持っている」ということだった。　
このうち一つの企業幹部が武漢入りしたのは、十二月六日。
先述の「長江生産技術工業研究院」の関連施設や武漢大学を視察したあと、問題の武漢ウイルス研究所にも入った。
ここは中国科学院が国家重点実験室に指定しており、軍事施設並みの入室制限がある。
本来は、西側の人間が入れるような施設ではなかった。　
日米三団体の代表者らは十二月初頭から、それぞれバラバラに、しかしほとんど同じ施設を巡った。
そして、一番早い者で十二月十日、最も遅い者は十二月十七日まで武漢に滞在した。
そしてどの団体関係者も、「湖沼湿地修復」「都市下水施設建設」「河川湖ダムなどの水質改善」などの名目で、ウイルス技術などを巡り、中国側と精力的に交渉を行ったという。　
武漢で最初の感染者が伝えられたのが、十二月八日だ。
日米の民間三団体は、新型ウイルスの大流行が始まっていたまさにその時期に、中国側と「ウイルス除去」「除菌除染」「人工知能を使ったウイルス管理」といった課題について、極めて具体的で突っ込んだ話し合いを行っていたことになる。

中国政府並びに武漢市政府は、なぜ日米のウイルスに強い団体を三つも十二月に武漢に迎え入れ、国家機密を扱う施設まで見せたのか。
彼らの中国訪問の日程は、十一月下旬には確定していた。
もしその段階で新型ウイルスの感染が始まっており、その対策の一環として日米の技術の導入を検討していたのだとすれば、中国政府は遅くとも十一月二十日までに新型ウイルスの感染拡大を検知していたことになる。　
日本政府が把握していない何かが、中国本土で起きているのではないか。
新型ウイルスが、習近平肝煎りの巨大プロジェクトの中心地・武漢から中国全土に広がったのは単なる偶然なのか。
ウイルスが人為的に加工され、悪意をもってばら撒かれた可能性はないのか。
日本政府が軽微と信じるウイルスに対して、なぜ　米国は最高レベルの防御策を取っているのか。
日本国内で健常者が次々と死亡するような最悪のパンデミックは起こらない、と言い切れるのか。
これらの疑問や懸念は、あくまで　憶測がベースとなっているから検証のしようがない。
しかし、だからこそ完全否定をされることもなく、疑惑は当面残存するだろう。
