The terrible gap between rich and poor

JoongAng Ilbo (May 25, 2013) issued a great false report stating that 'Korea is acceding to the Hague International Adoption Treaty.'
In fact, the Minister of Health and Welfare has only 'signed the treaty' in The Hague.

The Korean Parliament has passed a motion for ratification but has not ratified it.
Fundamental domestic laws are not enacted at all.
