Then, "the comfort woman problem" for Japan became the problem to how eliminate the ungrounded lie which spreads to the inside and outside of the country.

Well, will Japan and the Republic of Korea “the comfort woman agreement” which was accomplished on December 28th last year (2015) lead to the solution of "the comfort woman problem" for Japan?

The answer is no.

The agreement this time is because it is the diplomatic compromise which was accomplished to make improve persistently aggravated Japan-Korea relations.

In the diplomatic negotiations, the compromise is always an inevitable accompaniment.

It is common sense that, to maximize a mutual national interest, it endures each other.

It is the excellent diplomat that will gather things to think that its own country is favorable at 55 - 45, or 51 - 49 each other.

In the meaning, an agreement is well made.

「18万人」を虐殺！？慰安婦像撤去反対派の虚偽話　

私は日韓合意の直後である１月はじめ、ソウルを訪れた。

本稿では以下、韓国で合意がどのように受け止められているのか、合意破棄を求める左派勢力の虚偽認識がいかに深刻なのかを現地から報告する。　

１月４日午後、ソウル日本大使館前に出かけてみた。

大使館は工事中で別のビルに臨時に移転しているから正確には大使館建設現場前ということになる。　

大使館と車道を挟んだ向かいの歩道にブロックをはがして慰安婦像が建てられている。

その横に７人の女子学生が毛布を敷いて座り込みしていた。教師らしい男性がつきそっていた。

彼女らは「世界史」の参考書を開いて勉強していた。

大学では「世界史」科目はなさそうだから、女子高生のようだった。　

周囲に反日運動家らしい老人が一人立っていた。

あとは、取材に来ていた記者数人が動画や写真を撮っていた。

その後ろに見物に来ていた数人の男女がいた。

女子学生のうち１人が引率の教師の指示に従い、立ち上がって集まった７～８人の記者と見物人に以下のように慰安婦像の説明を行った。　

「少女像が裸足なのは、当時、合計20万人が戦場に強制的に連れて行かれ性奴隷にさせられ、戦争が終わったとき、日本軍はそのうち18万を防空壕などに閉じ込めて虐殺したから、帰国できたのは２万人くらいで、その人たちも「売春婦」だといってさげすまれ、まともに祖国の地を踏めなかったことを象徴している。今回の日韓外相同士の合意は受け入れられない。少女像撤去という条件を付けた謝罪は真の謝罪とは言えない。日本による国家犯罪を後世に伝えるためにも少女像を守らなければならないと考え、ここに座り込んでいる」　

傍線部分を聞いてため息が出た。

安倍首相が否定した「性奴隷20万人」が大使館前で事実とされている。

そればかりか、「日本軍が18万人を虐殺した」という全く事実ではない誹謗までも付け加わっている。　

町のスタンドに売られていた週刊誌の表紙に、慰安婦像の写真を背景にして大きな赤い文字で「ＮＯあなたらの合意、認めない」という日本語が書かかれていた。

左派系のハンギョレ新聞が出している「ハンギョレ21」の１月11日号（１月４日発売）だった。

今回、対韓歴史外交では珍しく日本側からも要求を出した。「最終的かつ不可逆的に解決したこと」を韓国側か明言することと、日本大使館前の慰安婦像の撤去の２点を合意の条件として要求した。

これまでは、一方的に韓国側から要求を突きつけられ、日本側がこれまでの国際法上の立場を崩さないようにしつつ足して２で割るような譲歩をするというパターンだった。

その点で、安倍外交は新鮮だった。　

しかし、慰安婦問題の本質であるウソヘの挑戦ということを回避して外交上の妥協をしたため、今回の合意は大変不安定なものになっている。

その上、国連をはじめとする国際社会で相互批判を自制するという項目が合意に入っているので、事実に反する反日宣伝への反論が一層やりにくくなるなら、重大な禍根を残すことになる。

安倍政権も行なってこなかった「事実に基づく反論」　

自民党は2014年１９一月の総選挙で掲げた政権公約で「虚偽に基づくいわれなき非難に対しては断固として反論し、国際社会への対外発信等を通じて、日本の名誉・国益を回復するために行動します」と約束した。

安倍首相は本稿冒頭で紹介した１月18日の参議院予算委員会で慰安婦問題に対する日本非難について「正しくない誹謗中傷があることは事実だ。性奴隷20万人といった事実はない。政府として事実でないとしっかり示していく」「（合意で認めた軍の関与は）衛生管理も含めた管理と設置である」「日韓請求権協定で解決済みとの立場は変わらない」「戦争犯罪の類いのものを認めたわけではない」と正論を主張した。

岸田文雄外相も「性奴隷といった言葉は不適切で、使用すべきではないというのが日本の考え方だ。（海外メディアに）適切に申し入れを行っている」と答弁した。　

しかし、残念ながらこれらの正論を国際社会に伝える政府の体制が全く不足している。

そもそも、外務省は、いまだに、「慰安婦狩り」を行ったという吉田清治証言が事実無根であることさえ積極的に広報していない。

安倍政権が外務省主導の下、慰安婦問題をはじめとする歴史問題で「事実に基づく反論」を控えてきたことからすると、政府の国際広報を今後どのように再建するか、真剣な検討が必要になる。

彼が、この問題についての、本当の本物の研究者であり学者だからだ。

以下は月刊誌「正論」3月号に掲載された東京基督教大学教授西岡力氏の論文からである。

国連において、或は米国において、或は欧州において、つまり世界において、従軍慰安婦問題を語る者は、彼の論文を読まずして語ってはいけないのである。

彼が、この問題についての、本当の本物の研究者であり学者だからだ。

西岡力氏　昭和31（1956）年、東京都生まれ。国際基督教大学卒。筑波大学大学院地域研究科東アジアコース修士課程修了。在ソウル日本大使館専門研究員などを歴任。「北朝鮮に拉致された日本人を救出するための全国協議会」（救う会）会長。著書に『韓国分裂』（扶桑社）、『金賢姫からの手紙』『よくわかる慰安婦問題』（ともに草思社）、『朝日新聞「日本人への大罪」』（悟空出版）など多数。第30回正論大賞を受賞。

外交上の国益には適うが日本にとっての解決は…　

「先祖はむごいことを平気でやったとののしられるような事態を私たち自身がつくったことを大変情けなく思う。挽回すべき対応をただちにしないといけない」。

１月18日、参議院予算委員会では日韓「慰安婦合意」に関して多くの議論がなされた。

そのなかで、日本の心を大切にする党の中山恭子代表はこのように問題の本質を突く発言をした。

「慰安婦問題」は朝日新聞などの誤報と調べもしないで謝罪した外務省の失策によって生まれたという主張を、この間私は繰り返し行ってきた。

確かに歴史的に慰安婦という存在はいたが、解決が求められる課題が残っているという意味での「慰安婦問題」は1990年代初めまではなかった。

慰安婦が外交問題になるという事態を中山議員が言うように「私たち自身がつくった」のだ。　

まず、朝日新聞が、事実に反する大キャンペーンを行って「多数の朝鮮人女性を挺身隊として戦場に連行して慰安婦にさせた」というウソを内外に拡散した。

外務省と官邸など当時の政府の政治家と役人がそのウソキャンペーンに動揺して、調べもせずに先ず謝罪を行い、あたかも「先祖がむごいことを平気でやった」ことを日本政府が認めてしまった。

それから、日本にとっての「慰安婦問題」は、内外に広がる事実無根のウソをどうやってなくしていくかという問題となった。　

それでは、昨年（2015年）12月28日になされた日韓「慰安婦合意」は、日本にとっての「慰安婦問題」の解決につながるのだろうか。

その答えは否である。

今回の合意はあくまでも悪化していた日韓関係を改善させることを目的としてなされた外交上の妥協だからだ。　

外交交渉では常に妥協はつきものだ。

お互いの国益を最大にするため、我慢し合うのは常識だ。

お互いに55対45、あるいは51対49で自国が有利だと考えられるように物事をまとめるのが優秀な外交官だろう。

その意昧では合意はよくできている。　

安倍晋三首相が強調するように、北朝鮮情勢が緊迫する中、同じ米国と軍事同盟を結ぶ韓国との政府間関係を緊密にすることは日本の国益にかなう。

北朝鮮の独裁者金正恩が１月６日に核実験を行った。

そのとき、すぐ日韓は電話首脳会談を開き、協力して対処することを確認した。

北朝鮮に関する情報を世界で一番持つのは韓国政府だ。

特にヒユーミント（人的情報）においては、韓国は群を抜いて豊富な情報を持っている。

たとえば、横田めぐみさん拉致情報も韓国情報機関が提供してくれたものだった。

今後、北朝鮮問題で韓国から貴重な情報を得ることができるなら合意は意味があったことになる。

“歴史修正主義者”というレッテルを貼ろうとする中国の常套手段だ。

「委員会が慰安婦問題を取り上げるのは人権侵害が続いているからだ。被害者が納得のいく結果にならなければいけない」と杉山を牽制した。

杉山が強制連行を示す証拠はなかったなどの見解を示すと反応したのは慰安婦問題を担当する一人、中国出身の女性委員、鄒暁巧だった。　

「政府代表の発言は残念で落胆させられた。受け入れられない。たとえ70年前に起こった出来事とはいえ歴史的事実を変えたり、否定することはできない」　

鄒は日本政府が慰安婦問題を否定していると断じた上で「日本政府に第二次大戦中に何か起こったかを認識してほしい」と締めくくった。

“歴史修正主義者”というレッテルを貼ろうとする中国の常套手段だ。

杉山がすぐに反論した。　　

「非常に残念なことにいずれの点においても日本政府として受け入れられるものではないだけではなく、事実に反することを発言されたと残念ながら申し上げざるを得ない」　

杉山が発言している閧、鄒はあきれたように首を振り、机の上のパソコンを閉じた。

休憩中、鄒は日本政府へ、の怒りを隠さなかった。　　

「安倍政権が発足してからこういうことは想定していた。だからこの３年間、国連の場では慰安婦問題について強い言葉が使われるようになっている」　

対日審査を踏まえた委員会の最終見解は３月７日に発表される。

鄒らの発言をみると、日本政府を強く批判する内容になる可能性が高い。

それでも今回、日本政府が初めての試みとして慰安婦問題に関する事実関係を包括的に説明した意義は大きい。

杉山は終了後、記者団にこう語った。　　

「誤解だと思われる点はさらに発信し、分からせる努力が一層必要だ」

日本政府は昨年８月、国連女子差別撤廃委員会から慰安婦問題に関する質問を受けた。

以下は産経新聞の記事の続きである。

それ以降、回答内容について検討作業を続け当初は11月中旬に提出する方針だった。

政府関係者によると、その頃までに準備したのは「Ａ４用紙10枚以上で、完璧な内容だった」。　

回答案は慰安婦問題が政治問題化した経緯を詳述した。

慰安婦募集の強制性を認めた平成５年の河野洋平宣房長官談話作成時の事務方トップ、元宣房副長官、石原信雄が26年２月の衆院予算委員会で軍や官憲による強制的な女性募集を裏付ける客観的資料がないと証言したことに言及。

「慰安婦狩り」を証言した吉田清治や朝日新聞についても説明した。　

ただ、分量が多く簡潔にする必要があると練り直した。

それでも「誤った事実関係が（国連人権委員会に提出された）クマラスワミ報告書における事実に反する記述や人権諸条約の委員会による懸念表明や勧告の有力な根拠となっているのは大変残念である」との踏み込んだ表現は残った。　　　　しかし、結果として“幻の回答”となる。

昨年12月28日の日韓合意で状況が一変したからだ。　　「日韓合意を破棄しない」この不文律の下で行われた再調整の結果、回答は外相、岸田文雄が昨年12月28日に行った記者発表の内容を記しただけとなった。

これに首相補佐官の衛藤晟一が異論を唱えた。　

「日韓合意の内容だけでは委員会からの質問に答えていない」

　衛藤は提出予定日の１月22日朝、外務省の担当者に電話し、待ったをかけた。

官房副長官の萩生田光一も同調。

首相、安倍晋三は外務省に再調整を指示した。

その結果、吉田清治や朝日新聞について、委員からの質問の有無にかかわらず外務審議官、杉山晉輔が口頭で説明する方針が固まった。　　

16日に行われた女子差別撤廃委員会。

冒頭、「女子差別撤廃条約締結（昭和60年）以前に生じた慰安婦問題を取り上げるのは適切ではない」と杉山が述べると委員からは反発が出た。

「国連委発言で慰安婦報道言及　本社、外務省に申し入れ」　19日付朝日新聞朝刊４面にこんな見出しが掲載された。

朝日新聞東京本社報道局が18日に外務省に「遺憾である」との文書を提出したことを紹介する記事だ。　

朝日が「遺憾」としたのは、日本政府代表の外務審議官、杉山晋輔がジュネーブで開かれた16日の国連女子差別撤廃委員会で、慰安婦問題に関し朝日報道が「国際社会に大きな影響を与えた」と発言したこと。

朝日は「根拠を示さない発言」と断じた。　

杉山はこの場で４回にわたり朝日に言及した。　　

「強制連行説は慰安婦狩りに関わったとする吉田清治（故人）による『虚偽の事実の捏造』で、朝日新聞社により事実であるかのように大きく報道され、日本、韓国の世論のみならず、国際社会にも大きな影響を与えた」　　　＼　

「朝日新聞自身も累次にわたり記事を掲載し事実関係の誤りを認め、正式に読者に謝罪した」

「朝日新聞は平成26年８月５日付の記事で『20万人』の数字のもとになったのは女子挺身隊と慰安婦を誤って混同したことにあると自ら認めている」　

日本政府が朝日報道に関して国連の場で説明するのは初めてだった。

朝日新聞記者は現地などで取材し17、18両日付朝刊で同委員会について報道したが、自社に関する杉山の発言については一切触れなかった。　

朝日は申し入れ書で国際的な影響については、慰安婦報道を検証した第三者委員会でも見解が分かれたと説明。

杉山発言の「根拠が示されなかった」と主張した。

慰安婦「20万人」については「女子挺身隊と慰安婦の混同がもとになったと報じていない」とした。　

慰安婦問題で朝日報道を批判してきた有識者からなる独立検証委員会は、朝日報道が米国と韓国のメディアに多大な影響を与えたことを実証している。

副委員長の西岡力は「吉田清治を世に出しだのは朝日新聞だ。朝日は第三者委員会で見解が分かれたというが、それは委員会の中でも影響があると認めた人がいたということではないか」と指摘した。

そのうえで、朝日の姿勢を批判した。　　

「朝日は外務省に申し入れたことで初めて自社の責任に言及した杉山発言を報じた。ファクト（事実）を報じる新聞の役割を果たしていない。（誤報を）本当に反省しているのなら、自ら国際社会に発信すべきではないか」　

朝日新聞社広報部は産経新聞の問い合わせに「記事と申し入れ書に書いてある以上はお答えできない」と回答した。　

昨年12月末、日韓両政府は慰安婦問題について「最終的かつ不可逆的に解決する」と合意。

国連を含む国際社会でお互いに非難、批判を控えると申し合わせた。

このことは女子差別撤廃委員会に対する日本政府の回答にも影響を与えた。

慰安婦問題を広げた朝日などに力点が置かれるようになったのだ。

政府高官はこう強調した。

「朝日に責任があるのは明白だと国際社会に知ってもらう必要がある。朝日に（日本政府が拠出する10億円の半分の）５億円を出してもらいたいぐらいだ」
