China accuses Rio Tinto of mass bribery
（中国、リオ・ティントの大規模贈収賄行為を告発）

Rio Tinto bribed all 16 Chinese steel mills involved in negotiations over the price of iron ore, China's state media has claimed.

リオ・ティントは鉄鉱石の価格交渉に関与する16社全ての中国の製鋼所に賄賂を送っていた、と中国国営メディア。

Four Rio Tinto employees, including one Australian citizen, were arrested just over ten days ago for alleged bribery and stealing state secrets.

オーストラリア国籍の人物1人を含むリオ・ティントの従業員4人は、贈賄及び国家機密窃盗容疑で10日ほど前に逮捕された。

China Daily, the official government-run English-language newspaper, accused Rio Tinto of having "secret" information about Chinese steel firms on computers in its Chinese offices.

国営英字新聞の中国日報は、リオ・ティントが中国の事務所にあるコンピューターに中国製鉄企業の「秘密」情報を持っていると告発した。

It claimed that the investigation into how Rio Tinto had obtained its "state secrets" had widened and alleged that the London-listed mining company had bribed the entire Chinese steel sector for confidential information.

同紙はリオ・ティントが「国家機密」を入手した方法に関する捜査は拡大されたと主張し、ロンドン市場に上場している同社は秘密情報を求め、中国鉄鋼業界全体に賄賂を贈っていた、と申し立てた。

"Rio Tinto got to know the key executives of the 16 steel mills, who have sensitive industry information, when the China Iron and Steel Association (CISA) brought them to the bargaining table," claimed the China Daily, quoting an anonymous senior manager at a large steel company.

「リオ・ティントは製鋼所16社の幹部社員と知り合ったが、幹部等はデリケートな産業情報を持っていた。中国鋼鉄工業協会（CISA）が彼等を交渉に連れて行った時のことだ」中国日報はそう記し、某大手鉄鋼会社の某幹部の言葉を引用した。

The source claimed: "And then Rio Tinto bribed them [to get access to industry data], which has become an unwritten industry practice. If companies didn't accept, they would have cut supplies and so the whole steel industry has been bribed."

同情報筋はこう主張した。
「そしてその後、リオ・ティントは彼等に賄賂を送った（産業データを得るためだ）。この行為は業界の不文律になった。企業が受け取らなければ供給を断たれただろうから、鉄鋼業界全体が賄賂を受けていた」

A spokesman for Rio Tinto said: "As the company has said in an earlier statement, Rio Tinto is committed to high standards in business integrity and takes its ethical responsibilities very seriously."

リオ・ティントの広報担当者はこう述べた。
「先の声明で述べた通り、リオ・ティントは、ビジネスの高潔さにおいて高い水準を保ち、道徳的責任を大変真剣に捕らえることをコミットしている」

None of the four men has been formally charged by the Chinese government and no further details have emerged about the accusations for a week.

男性4人のいずれも中国政府から正式に起訴されておらず、告発から1週間経っても更なる詳細は一切明らかになっていない。

Rio Tinto has not had any access to its employees, although Stern Hu, the Australian head of Rio's iron ore sales team, has been permitted one visit by consular officials.

オーストラリア人のリオ・ティント鉄鉱石営業部門のトップであるスターン・フーは、領事館職員との面会を一度だけ許可されたものの、リオ・ティントは従業員と全く連絡が取れない。

The Rio spokesman declined to comment on whether the men had any legal representation in China.

同社の広報担当者は、中国で彼等に弁護士がついているかどうかについてはコメントを控えた。

Meanwhile, the authorities have named a second Chinese steel executive suspected of allegedly leaking information to Rio Tinto about China's position in the iron ore negotiations.

一方、中国当局は、鉄鉱石交渉における中国側の立場に関する情報をリオ・ティントに漏洩した容疑をかけられた、2人目の中国製鋼会社役員の名前を公表した。

Contracts for iron ore are negotiated annually and all steel mills should pay the same price. China is aiming for a 40pc discount on last year's booming prices.

Wang Hongjiu, from Laigang Group, is being investigated for "providing secrets to Stern Hu", the China Daily claimed. Mr Wang is the head of Laigang's ocean shipping department. Tan Yixin, a senior executive of Shougang Group, was detained on July 7 in Beijing for alleged "commercial crimes".

Meanwhile, Kevin Rudd, the Australian prime minister, has issued his sternest warning yet that the dispute between China and Rio Tinto could harm the country's interests internationally.

その間、ケヴィン・ラッド首相は、中国とリオ・ティントの紛争は中国の国際的国益を損なう可能性がある、とこれまでで最も厳しい警告を出した。

"Australia, of course, has significant economic interests in its relationship with China," said Mr Rudd. "But I also remind our Chinese friends that China, too, has significant economic interests at stake in its relationship with Australia and with it other commercial parties around the world." Australian diplomats have been frustrated by the lack of access to Mr Hu and by Chinese stonewalling in the face for requests for information.

The news on Rio Tinto coincided with the latest figures on foreign direct investment, which fell for a ninth month as foreign companies cooled their interest in China. Investment slid 6.8pc in June to $8.96bn, the Commerce ministry said.
