There is no clear evidence that immigration is good for the economy, a Government report has found.
移民が経済にとって良い、という明確な証拠は一切存在しない、と政府の報告書が発見した。
Previous studies that pointed to the benefits of migration were flawed, while many key questions remain unanswered, according to the findings of a cross-departmental review.
政府省庁間で行われた調査の結果によれば、移民の利益を指摘するこれまでの研究は間違っており、その一方で多くの重要問題が解決されないままにされていた、とのことだ。
Supporters of loose immigration controls have claimed that migrants boost the economy by working hard, paying taxes and filling skills shortages.
移民管理自由化の支持者は、一生懸命働いて、税金を払って、技術不足を埋めることで移民は経済を強化する、と主張してきた。
However, the new report says that while a bigger population clearly increases the size of the overall economy - by £6 billion last year - it is unclear what impact it has on the vital yardstick of output per head of population.
しかし新たな報告書は、より多くの人々が経済全体の規模を明らかに拡大している（昨年は￡60億）一方、人口一人当たりの重要な基準に対する影響は不明だ、と伝えている。
The report, submitted in evidence to a House of Lords investigation into Britain's growing population, states: "There is no quantitative evidence available on the impact of immigration on gross domestic product per head."
イギリスの人口増加に関する調査で上院に提出された証拠であるこの報告書は「人口一人当たりのGDPに対する移民の影響について、量的証拠は全く存在しない」と記した。
Nor is there any clear answer, according to the report, as to whether the average migrant is a net contributor to, or drain on, the public purse.
また、報告書によれば、平均的移民が国庫に対して貢献者なのか消費者なのかもわからない、とのことだ。
It says: "To our knowledge, there are no published estimates of the long-run fiscal contribution of an immigrant to the UK.
「我々の知る限り、イギリスに対する移民の長期的財政貢献額についての予測は一切発表されていない」。
"Any such estimate would of course be subject to a large degree of uncertainty as the tax and benefit system and earnings and employment profiles are difficult to predict accurately in the long run."
「このような予測は勿論、税金や社会保障の制度および収入や雇用の長期的データを正確に予測することは困難なので、不確実性も非常に大きいだろう」。
It is "likely", the report says, that migrant workers are bigger net contributors than non-migrants, because Britain does not pay for their schooling. A landmark Home Office study in 2001 concluded that immigrants pay more in taxes than they receive from the public purse.
イギリスは彼等の教育費を払っていないのだから、移民労働者は非移民労働者よりも貢献している「ようだ」と報告書は記している。

However, the new report admits that this finding came from a snapshot study at a particular point in the economic cycle when native Britons were also paying in more than they received.

Another reason that migrants emerged well from the 2001 research was that at the time, most were of working age and few were pensioners. No attempt was made to correct for their eventual ageing to give a "long-run" estimate of their contribution over a lifetime.

The report was drafted jointly by the Home Office, Treasury, Department for Work and Pensions (DWP), and Office for National Statistics.

Research in the United States has estimated that highly skilled migrants contribute a net $180,000 (£90,000) over their lifetimes, whereas poorly-educated immigrants are a net drain amounting to $13,000 (£6,500) on average.
アメリカでの研究は、非常に高度な技術を持った移民は死ぬまでに$180,000を貢献するが、教育の乏しい移民は平均$13,000の損失に繋がる、と見積もっている。
Their overall contribution to the economy depends on how many are admitted in each category.

A report last month by the Institute for Public Policy Research, a Labour-leaning think tank, found that while immigration boosts the economy overall, some migrant communities - including Somalis, Pakistanis, Bangladeshis and Turks - tended to pay less in tax and claim more in benefits than native Britons.

Unemployment rose between 2004 and 2006, at the time of a record surge in immigration from eastern Europe, but research by the DWP concluded that the new migrants were not to blame.
