世界貿易センターの跡地を取り囲む背の高い金網には、テロ直後の写真や解説を載せたパネルがいくつも掲げられていました。

これが、現在の米国おける"年月日"の一般的な表記方法だ、と思ってよいでしょう。日付は序数で表すと習った記憶があります。が、現在ではほとんど -st, -nd, -rd そして -th を書かないようです。
念のため、Administrative assistant の持っている『 Complete Office Handbook 』(*1)で調べてみたところ、次のように書かれていました。
Write the date as, for example, January 15, 19__. Spell out the month. Or use the military style of 15 January 19__ to avoid punctuation and save keying time.
米国の場合、ビジネス文書でも -th などをつけなくてだいじょうぶということですね。
『 EVERYTHING YOU NEED TO KNOW ABOUT ENGLISH HOMEWORK 』(*2)でも、年月日の表記は、
Writing a Formal Letter の場合 : May 31, 199X
Writing a Personal Letter の場合 : January 1, 2005
となっていました。
ただし、 -th などが書かれていなくても、日付は序数で読んでいます。
September 11, 2001
は、
September eleventh, two thousand one
と読みます。
また、「2001年9月11日」を正式に英語で表記するとすれば、
On the eleventh day of September in two thousand and one
となるでしょう。
