If David Cameron is opposed to a European financial transaction tax, as he claims, he should abolish the one he levies at home – stamp duty.

It raises less than £9bn, equal to just 4.3pc of the state's welfare bill, but has a disproportionately negative effect on economic behaviour, particularly in a recession.

それなのに、特に景気が悪い時は、経済活動に不釣合いなほど悪い影響を与えます。

Yes it's populist, and probably short-termist, but it will improve consumer confidence, get the housing market going and more than pay for itself by reigniting the economic activity that goes with moving house. The cut could be targeted to benefit regional markets rather than central London. Why not?

When The Sunday Telegraph exclusively revealed the Beecroft report at the weekend, it disclosed a blueprint for scrapping barriers to job creation. Most people work for small businesses – they are the engine of employment –but, again, they're disproportionately affected by the dead hand of regulation. If the Coalition applied some common sense and introduced not all but many of Beecroft's recommendations – those any rational person can see would boost job creation – then they'd flick a switch on recovery. Be radical. Introduce an 80:20 rule – firms are exempt from 80pc of employment law if they have sales of up to £20m.

80:20の法則を導入しましょう。
売上高が年間2,000万ポンド以下の企業は、労働法の80%を免除されるっていうルールです。

Have a Jubilee bank holiday by all means but an employers' national insurance holiday for Jubilee year would do more for the nation's happiness. Help firms encourage staff by making bonuses tax free up to, say, £5,000 for the next two years. If people contribute to economic recovery above and beyond what's normal, that should be recognised by a Government desperate for help.

即位60周年の祝日制定は全く結構ですが、でも、これを記念して今年は雇用者の国民保険料負担はお休み、とする方が国民の幸福に貢献しますよね。
今後2年間、例えば5,000ポンド以下の賞与を対象に、賞与税を廃止して、企業が社員を励ますのを助けてやって下さいよ。
普段以上に景気回復に貢献すれば、政府も必死のSOSだと認識するでしょう。

If we want more investment, forget bank lending and put equity-financing on a par with debt when it comes to tax. Help small companies raise the funding through a network of regional investment offices run by the London Stock Exchange's Aim market. Introduce a US-style JOBS Act (Jumpstart Our Business Startups), not endless initiatives and Whitehall "growth funds", and do something practical to help business. Give big business confidence by guaranteeing bad European laws, such as Solvency II hitting large investors, will be resisted come what may.

もっと投資を望むなら、銀行の融資なんか忘れて、税金に関して言えば、エクイティ・ファイナンスを負債と同額にすればいいでしょう。
中小企業がAIMの運営する地方投資局ネットワークを通じて資金を調達するのを助けて下さい。
イニシアチブやら政府の「成長ファンド」を次々と出すのではなく、米国式のJOBS法（起業促進法）を導入しましょう。
そして、企業を助けるために何か現実的なことをしましょうよ。
大口投資家を襲うソルベンシーIIみたいなヨーロッパの悪法には何が何でも抵抗する、と保証して、企業に大きな安心感を与えて下さいよ。

All of this may cost some tax revenue in the short term but will help reverse our economic decline. The measures will pay for themselves. It's not a political gamble, it's a political investment and one that will pay off for everybody. If the economy's doing well, politicians do well. Simple.

以上はいずれも税収を短期的に減らすかもしれませんが、景気低迷サイクルをひっくり返す助けになります。
これらの対策は元が取れます。
政治的ギャンブルではなく政治的投資であり、更に、誰も彼もに良い結果をもたらす投資です。
経済が上手くいけば、政治家も上手くいきます。
