Willem Buiter: double-dip recession won't happen despite worry of 'noisy' market

Willem Buiter, chief economist at Citigroup and a former Bank of England policy-maker, said he does not believe there will be a global double-dip recession.
シティグループのチーフ・エコノミストであり、イングランド銀行の元政策立案者であるウィレム・ブイター教授は、世界的な二番底などあるとは思わないと語った。
He said that the process of fiscal tightening planned in many countries was necessary but unlikely to tip economies back into contraction.
多くの国で計画されている財政引き締めは必要だが、それで経済が再び縮小に転じることはないだろう、とブイター教授。
In recent weeks mounting fears of a double-dip have driven markets down, despite the fact economists widely believe that it is unlikely.
多数の経済学者等が二番底にはならなさそうだと考えているという事実にも拘らず、数週間前から、高まる二番底の懸念で市場は下落している。
Mr Buiter said: "I view the markets as noisy children. You have to pay attention to them but you shouldn't take them too seriously. Markets have predicted eight of the last three recessions."

Referring to the UK, he said it would be "unwise" to close the Bank of England's Special Liquidity Scheme without putting something else in its place. The scheme provided the banks with £185bn of emergency funding in total, and comes to an end in 2012. Mervyn King, the Governor of the Bank of England has insisted in the past that the scheme would not be extended.
英国については、イングランド銀行の代替策を設けずに特別流動性スキーム（SLS）を終了するのは「愚かだ」と言った。
SLSは銀行に総額1,850億ポンドの緊急資金を供給しており、2012年末に終了される。

The Bank's Monetary Policy Committee is expected to leave interest rates on hold at 0.5pc on Thursday, as it weighs the fragility of the recovery against above-target inflation. It is also expected to maintain its quantitative easing target at £200bn of asset purchases.
イングランド銀行のMPCは、ターゲットを上回るインフレよりも脆弱な景気回復を重要視しているので、木曜日の委員会で金利を0.5%に据え置くと予想されている。
また量的緩和策も維持すると予想されている。
In a report published on Wednesday the Organisation for Economic Co-operation and Development (OECD) urged governments to focus on job creation despite the fiscal tightening challenges ahead. Angel Gurría, OECD secretary-general, said it must be a "top priority" as the organisation launched its Employment Outlook 2010.
OECDは水曜日に発表されたレポートの中で、財政引き締めという課題がこれからであるにも拘らず、各国政府に雇用創出に集中するよう迫った。

The report said that unemployment among rich nations reached 8.6pc in May, which the OECD said may prove to be the peak. It said the rate should fall to 8.2pc next year.
同レポートには、5月の富裕国の失業率は8.6%に達したと記されているが、OECDはピークかもしれない、来年には8.2%に下がるはずだとした。
In the UK it said the unemployment rate this year would be 8.1pc before falling to 7.9pc next year. The OECD said young people had been particularly badly affected by unemployment in the UK, and warned that many of them of are at "high risk of social exclusion".
同レポートによれば、今年の英国の失業率は8.1%に達し、来年は7.9%に下落するだろう。
OECDは、英国では若い年齢層が特に大きく失業の影響を受けているとし、若年層の失業者の多くは「社会的疎外のリスクが高い」と警告した。
The report suggested that the Labour Government had prevented an even sharper spike in unemployment during the recession by introducing support measures. It said that despite the need to reduce the deficit, some support should remain in place.

"While the large fiscal deficit makes it essential to focus on cost-effective programmes and target the most disadvantaged groups, labour market policies should remain adequately funded," it said.
