One thing is clear– the Bank knew Libor was broken and did nothing

Paul Tucker, the Bank of England's deputy governor, says he is keen to give evidence to the Treasury Select Committee "as soon as possible" to clarify what he sees as the misconceptions surrounding the Libor fixing scandal.

Let's hope he gets his wish, because clarity is one thing we didn't get on Wednesday from Bob Diamond's appearance.

Diamond didn't satisfy the MPs and the MPs certainly didn't satisfy any watching voters with a session that rarely rose above the mundane. It was not a good advert for the committee which, with one or two exceptions, needs to be better briefed and cleverer in its questioning.

But there were a few simple truths that emerged with a little more definition. Clearly Andrew Tyrie, the TSC's chairman, believes Diamond's infamous memo which emerged on Tuesday does read as Tucker giving Barclays the nudge and wink to lower its Libor submissions in October 2008. "It reads that way to anyone that looks at it," he said.

So Tucker needs to address that. Tucker also knew that "not all banks were providing quotes at the levels that represented real transactions" because Diamond told him – unless he claims Diamond's memo is false.

Similarly, Whitehall – be it ministers or officials – knew Barclays' Libor pricing was higher than other banks'. However, Tucker appears to have refused to pass on Diamond's explanation for this to Whitehall, saying, "oh, that would be worse", unless, again, Diamond's memo is misrepresenting the facts.

同様に、政府（閣僚だろうが官僚だろうが関係なく）もバークレイズのLIBOR価格が他行よりも高いことを知っていました。

But it beggars belief that if Barclays knew other banks were rigging Libor in October 2008, the Bank of England didn't. Yet the central bank allowed this situation to continue, for how long we don't know, but without any apparent intervention or concern. And all the time it was merrily making secret loans to other stricken banks (HBOS, I believe) and helping to arrange the nationalisation of RBS and Lloyds Banking Group.

とはいえ、バークレイズは2008年10月に他行のLIBOR不正操作を知っていたが、イングランド銀行は知らなかった、などと考えるのはおろかというものです。
が、どれだけ長くそうしていたかはわかりませんが、イングランド銀行は明らかな介入も懸念もなしに、この状況の継続を許していたのです。
また、イングランド銀行はその間中ずっと、他の経営難に陥った銀行（HBOSだと思いますが）に機嫌よく秘密ローンを貸し出して、RBSとロイズを国有化する手続きを助けていたのです。

Despite Wednesday's TSC muddle, one thing is clear to me: the Bank of England knew the Libor market was broken in 2008 – as did the Treasury according to George Osborne – but did nothing to get a grip of it, reform it or warn the public that the heart of the financial system was rigged.

水曜日の財務省特別委員会のグダグダはさておき、僕には一つ明らかになったことがあります。
イングランド銀行は（ジョージ・オズボーン英国財務相によれば、財務省も知っていたとか）、LIBOR市場が2008年に破綻していたことを知っていながら、何も手を打たなかったし、改革もしなかったし、金融システムの中核が不正を行っているぞ、と皆様に注意喚起をすることもなかったとういことです。

As one exasperated investor said to me yesterday: "Where were all these geniuses when the rates were being rigged?" Let's hope the MPs can get an answer to that question when Tucker visits them to clarify events.

業を煮やした某投資家は昨日、僕にこう言いました。
「金利が不正操作されていた時、この天才共はどこにいたんだ？」
タッカーBoE副総裁が申し開きのために証言に出てくる時には、議員さんたちがその質問への答えも得られることを願いましょう。
