Monetary aggressor Haruhiko Kuroda to head Bank of Japan

Japan's parliament approved Haruhiko Kuroda as the Bank of Japan's next governor on Friday, in a decision likely to usher in an era of "uber-easing" at the central bank.

日本の国会は金曜日、黒田東彦氏の次期日本銀行総裁任命を承認しました。日銀「超緩和」時代をもたらす可能性の高い決定です。

The opposition-dominated upper house also cleared government nominees Kikuo Iwata and Hiroshi Nakaso as Mr Kuroda's deputies, a day after the trio sailed through in a vote in the lower house controlled by premier Shinzo Abe's Liberal Democratic Party, sealing their places at the top of the central bank.

三人組が安倍晋三総理大臣の自由民主党が支配する衆議院で楽々と承認された翌日、野党が過半数以上の議席を握る参議院は岩田規久男氏と中曽宏氏の副総裁任命も承認し、日銀トップの地位を確立させました。

Parliamentary approval of Mr Kuroda, who has hit out of the BoJ in the past for an inadequate reaction to an economy mired in decades-long economic gloom and is likely to push for more spending and aggressive monetary easing, was greeted by markets, where the Nikkei in Tokyo climbed 1.45pc to a new four-and-a-half year high.

何十年も続く景気低迷に苦しむ経済への不適切な対応により日銀を批判したことがあり、追加支出と積極的な金融緩和を推し進める可能性の高い黒田氏の国会の承認はマーケットに歓迎され、日経平均は1.45%上昇して4年半ぶり最高値を付けました。

Mr Kuroda, 68, currently president of the Asian Development Bank, and Mr Iwata, 70, an academic, both spoke at confirmation hearings in favour of buying government debt with longer durations to expand the BoJ's balance sheet in pursuit of the central bank's new 2pc inflation target.

アジア開発銀行総裁の黒田氏（68歳）と学識者の岩田氏（70歳）は公聴会で、新しいターゲット（物価上昇率2%）を達成すべく日銀のバランスシートを拡大するためにより長期の国債を購入することに賛成すると述べました。

Mr Nakaso, 59, a career central banker, also supported increased asset purchases to meet the goal, adopted by the BoJ in January as a sign of its commitment to ending nearly two decades of deflation and helping the economy lift its growth potential.

All three had been predicted to "play the role of helmsmen for the 'bold monetary policy' that the prime minister is pursuing" by Yoshihide Suga, the government's top spokesman, after the trio were nominated by Mr Abe.

Mr Suga's comments cast the trio in stark contrast with outgoing BoJ chief Masaaki Shirakawa, who clashed with the premier over monetary policy and will step down three weeks before the end of his term on March 19.

Japan's business sector has been upbeat since reports of Mr Kuroda's possible nomination appeared in mid-February with shares climbing and the yen tumbling.

2月中旬に黒田氏が任命されるかもしれないとの報道が出て以降、日本の事業部門は活気付いていて、株価は上昇し、日本円は下落しています。

Days after Mr Abe swept to power in December elections, the BoJ ramped up its money printing programme by 10 trillion yen (￡732m), in a move believed to have resulted from the new premier's strongarm tactics, including a warning to Mr Shirakawa he could change a law guaranteeing the bank's independence if it did not follow his policies.

Mr Abe's prescription for the deflation-plagued economy has also sparked criticism that Tokyo is intentionally pushing down the yen's value and risking a global currency war as rival nations race to gain a trade advantage.
