The European Union has offered its member states €19bn (£16.5bn) to combat a surge in unemployment amid the ongoing credit crisis on the eve of the European elections.

EUは欧州議会選挙を目前にし、信用危機が続く中で失業者が急増する中、対策資金190億ユーロを加盟国に提供する。

The Commission said that the European Social Fund expenditure will "support people hit by the economic crisis".

欧州委員会は、欧州特別基金の支出は「経済危機に見舞われた人々を助ける」だろうと述べた。

Usually, the EU requires member countries getting social funds to match these with money from their own funds. However José Manuel Barroso, the European Commission President, said that the recession was so severe that the EU would forgo the rule.

通常、社会基金を受け取るEU加盟国は、国庫に同じだけの資金がなければならない。
しかしジョゼ・マニュエル・バローゾ委員長は、不況が余りにも酷いので、EUはこの規則を見送ると述べた。

He said the funds would "help people to stay in work or move towards new jobs, through upgrading skills, encouraging entrepreneurship and improving public employment services".

曰く、基金は「技術の向上を通じ、企業を奨励し、国の雇用支援サービスを改善することを通じて、人々が職を失わずにいられるように、新しく職を得られるようにするのを助けるものだ」とのこと。

The EU also said that it would also "reallocate" €100m from the existing EU budget to go towards a new microcredit facility which will help people wanting to start up businesses.

また、EUは既存のEU予算1億ユーロを、起業を目指す人々を支援する新しいマイクロクレジット・ファシリティに振り向けるとした。

It said it would also commit to providing five million apprenticeships across the EU and a raft of other services.

さらに、EU全域で500万人に実習訓練やその他多くのサービスを提供すると約束した。

"Europe took swift action to respond to the financial and economic crisis, including its social dimension. Today the Commission is taking a further step towards shared commitment and co-ordinated action by the EU, member states and social partners to save and create jobs," said Mr Barroso.

「ヨーロッパは金融経済危機に、社会的な側面を含めて、素早く対応した。雇用を保護、創出するために、EU、加盟国、そして社会的パートナーによって共有されるコミットメントと調整された行動へ向けて、本日、欧州委員会は更なる対策を実施する」とバローゾ氏は言った。

The funds come ahead of four days of voting for a new European Parliament, when the spotlight will focus on voter turnout which has been sinking in EU elections — from 62pc in 1979 to under 46pc in 2004.

同基金は、下がり続ける投票率に注目が集まる、欧州議会選挙の投票日まであと4日というところで発表された。
1979年の投票率は62%だったが、前回2004年は46%に満たなかった。
