中国が企業に門戸を開く中、主要人物を集めるいわゆる『夏のダヴォス』サミットで東西が相まみえている
China's economic juggernaut will pursue stable rather than spectacular growth, the country's premier said yesterday, as he set out a list of priorities aimed at signalling a more encouraging attitude to foreign investors.
中国の強大な経済力は壮大な成長よりも安定した成長を追い求めるだろう、と海外の投資家に対してより励ますような態度を見せることを狙って優先事項を並べ上げながら、同国首相が昨日語った。
Addressing the World Economic Forum's maiden summit for global growth companies in Dalian, north-eastern China, Wen Jiabao said tackling climate change, protecting foreign companies' intellectual property rights and improving product safety after a series of damaging recent scares would be among the main focal points for Beijing.
大連で世界の成長企業のために初開催されるWEFサミットでスピーチを行い、温家宝は気候変動に取り組み、海外企業の知的財産権を護り、最近起こった一連の悪い影響を与える事件後の製品安全性を改善することを、中国政府にとって主要重要事項に含まれると語った。
"We will continue to work to strike a balance between promoting economic growth and improving economic structure, between investment and consumption and between domestic and external demand," he said. "We will take enhancing capacity for independent innovation as a key step in changing the pattern of economic growth, strengthen IPR protection and speed up scientific and technological development and improve industrial performance."
「我々は経済成長進展と経済構造改善、投資と消費、そして国内需要と海外需要のバランスをとるべく取り組み続けるだろう」
と彼は言った。
「独立したイノヴェーション能力を拡大することを、変わり行く経済成長のパターンにおいて重要なステップとし、IPR保護を強化し、科学的発展と技術的発展を加速し、工業パフォーマンスを改善する」。
In a speech littered with invitations to prospective investors, Mr Wen attempted to address one of the biggest concerns among foreign companies considering establishing research and development hubs in China. Although he did not provide specific details, his commitment to safeguarding intellectual property rights marked an important concession that overseas investors have been deterred by China's rampant piracy and lax enforcement regimes.
潜在的投資家への招待をちりばめたスピーチの中、温氏は中国でR&D拠点を設立することを検討している海外企業の間で最大の懸念の一つに取り組もうとした。
詳細は語らなかったものの、彼が知的財産権保護を約束したことは、中国に蔓延る海賊行為や手ぬるい取締によって海外の投資家に否定されてきた、重要な譲歩を印した。
Mr Wen also attempted to ease fears that China represents a threat to other national economies, insisting that China and the world were mutually dependent.
また温氏は中国と世界は相互依存していると強く主張して、中国が他の国々の経済に脅威を与えている、との心配も緩和しようとした。
"China calls for resolving trade frictions through consultation. China is ready to enhance co-operation with all the other countries and their business communities on the basis of equality and mutual benefit to promote balanced, universal and win-win progress in economic globalisation," he said.
「中国は話し合いを通じて貿易摩擦を解消しようと呼びかけている。中国は経済グローバライゼーションの中でバランスのとれた、全体的な、ウィンウィン関係での発展を推進するために、平等と相互利益に基づいて全ての国々、そしてそのビジネス・コミュニティと協力を拡大する備えがある」。
Acknowledging the challenges that the government has faced in trying to modulate the economy's breakneck expansion, Mr Wen said: "We will maintain fast yet steady economic growth. Excessive growth of investment in fixed assets, oversupply of credit and loans and sizable trade surplus are major problems in China's current economic development.
恐ろしいスピードで拡大する経済を調整しようとして政府が直面している問題を認めて、温氏はこう言った。
「我々は急速ながらも安定した経済成長を維持するだろう。固定資産投資の過剰成長、信用と融資の過剰供給、そして大きな貿易黒字が中国の現在の経済発展においては主要問題である」。
"To resolve these problems, we must give top priority to macro-regulation to prevent an already fast growing economy from becoming overheated."
「これらの問題を解決するために、我々は既に急速な経済成長が加熱し過ぎないようにするための、マクロ的規制を最優先事項としなければならない」。
The difficulties faced by Beijing were illustrated again yesterday as the government increased banks' reserve requirement ratio for the seventh time this year, a move aimed at reducing liquidity in the market.
昨日は政府が今年7度目の市場の流動性を削減することを狙った動き、つまり銀行の準備金条件比率引き上げを行い、中国政府が直面している問題が描き出された。
Analysts suggested the timing of the move implied that economic data due out next week would show continued strong growth.
アナリストはこの動きのタイミングは、来週予定されている経済データが強い成長の継続をほのめかしている、とした。
