The Russian finance minister has attacked the US and Western governments for trying to clamp down on sovereign wealth funds.

In a lively debate at the World Economic Forum, Alexei Kudrin, also the Russian deputy prime minister, warned the US deputy treasury secretary Robert Kimmitt about imposing rules on the funds. "Any concerns about the political motives of these funds is exaggerated," he said.

"Trillions of dollars [from these funds] are welcomed [in the West] but the restrictions proposed by the US might cause a problem."

The stern warning was only one from a range of funds gathered in the Swiss mountain town this week for the global summit of politicians and businessmen. The role of the funds has come under increased scrutiny in recent weeks after they donated billions of dollars to struggling US banks in exchange for major stakes.

Harvard professor and former US Treasury Secretary Larry Summers warned that the funds could use their stakes to exert political influence.

"There are potential grounds for concern," he said. "If we believe in market economies and we work very hard to create open markets and private enterprise - shouldn't we be concerned with transactions that have an element of cross border nationalisation?"

Mr Kimmitt said he supported proposals for a list of rules for the funds, but added: "We welcome that kind of investment in the United States. We don't fear it.However, vigilance is required."

The funds present denied that the possibility of politicisation was a major threat.

Muhammad Al Jasser, vice-governor of the Saudi Arabian Monetary Agency, said the funds "have a long-term stabilising role."

Bader Al Sa'ad, managing director of the Kuwait Investment Authority, said: "Kuwait has been a shareholder in DaimlerBenz since 1969, and in BP since 1986.For 55 years, we never had politically enforced decisions for our investment."

Steve Schwarzman of Blackstone, which recently sold a stake in its business to China's sovereign wealth fund, said: ""We have a sovereign wealth fund as our largest stakeholder. We asked them to vote with us, and they'd said they (would rather not). They are a long-term shareholder."

Kristin Halvorsen, minister of finance in Norway, which has a large fund fuelled by oil revenues, referring to wealth funds in general said: "They don't like us; they want our money."
石油収入による大型ファンドを有するノルウェーのKristin Halvorsen財務相は、一般的なウェルス・ファンドについて語り「彼等は違う。あれは我々の金を欲しがっている」と述べた。
