Public sector organisations are hiring migrant workers at a faster rate than their private sector counterparts despite the jobs shake-out research shows.
雇用が激減しているにも拘らず、公共機関は民間部門よりも速いスピードで、移民労働者の採用を進めている、と調査結果。
One in five employers have recruited foreign workers over the last three months with almost 25pc of public sector concerns offering them jobs compared with 15pc of private sector businesses.
雇用者の5社に1社は、過去3ヶ月間に外国人労働者を採用した。
また、外国人労働者の採用を検討している公共部門は25%近くにのぼり、民間部門では15%だった。
The survey by the Chartered Institute of Personnel and Development (CIPD) and business advisers KPMG based on data from 700 public and private sector employers shows foreign workers are filling more British jobs overseas as well as at home.
CIPDとKPMGが、官民の雇用者700社を対象に実施した調査により、国内外で英国人に代わって外国人労働者が採用されていることが判明した。
'One in ten private sector businesses are planning to outsource some of their operations to cheaper locations abroad over the next year with India and East Europe the most favoured destinations. Almost half of them are IT companies and nearly one in five manufacturers.
「民間企業の10社に1社は、今後一年間に、事業を一部より安価な海外にアウトソースすることを計画している。インドと東欧が最も人気のあるアウトソース先だ。その半数近くはIT企業であり、5社に1社が製造業者である」
The survey also shows employers are continuing to struggle to fill skilled vacancies. Two in five employers say they have jobs that are hard to fill with engineers and medical staff, including doctors and nurses, heading the list.

5社に2社は、採用が困難なポジションがあると回答した。

Gerwyn Davies, CIPD policy adviser, said that by recruiting migrants workers to fill UK vacancies or outsourcing work overseas employers were looking to strike the right balance between skills for the jobs and cost reductions needed to meet budget targets.
CIPDのポリシーアドバイザー、Gerwyn Daviesは、英国の求人に移民労働者を採用すること、または海外にアウトソースすることで、企業は予算を達成するために必要な、技術確保とコスト削減のバランスをとろうとしている、と語った。
He said the Government should abandon next year's increase in National Insurance contributions and freeze the National Minimum Wage to minimise further outsourcing and curb rising wage costs
Davies氏によれば、政府はアウトソースの拡大を最小限に抑え賃金上昇を抑制するために、来年度の国民保険料引き上げは断念し、最低賃金も据え置かなければならない。
