In 1975 I campaigned for the UK to remain in the European Economic Community. I had high hopes that it would benefit Britain and the other members. Ever since, and even today, my preference has been for the UK to remain a member of a genuinely and fundamentally reformed EU. That reform is necessary because the EEC has morphed into a European Union that is flawed and failing.

英国とか他の加盟国にとって良いことだぞー、とスゴク期待してたわけ。
それからずっと、今ですら、本当に根本から改革されたEUの加盟国であり続けるのは、英国にとって良いことだと思ってる。
その改革は必要なんだよ。
だってEECは間違いだらけのEUに変身したんだから。

The EU's fundamental flaw is its misconceived attempt to impose rigid uniformity on countries as different as Finland and Greece, Portugal and Germany. The project would have a much greater prospect of sustainable success if it introduced greater flexibility – if it gave its member states room to breathe.

EUの根本的な欠陥っていうのは、フィンランドとギリシャ、ポルトガル、ドイツぐらい違う国々をガチガチに均一化しようとした勘違い努力。
もっとフレキシブルだったら、もっと加盟国に余裕を与えていれば、このプロジェクトが持続的成功を収める可能性は遥かに大きかっただろうね。

I had hoped that when the Prime Minister announced his intention to commence negotiations for a new UK-EU relationship he might be able to achieve fundamental reform along these lines. When he spoke of the need for fundamental reform, I believe he may have had something of this kind in mind.

首相が新しい英国EU関係を目指す交渉を始めるつもりだ、って発表した時、こういう感じの抜本的な改革を達成出来るかもしれないなって期待したんだよ。
抜本亭改革の必要性を語ってた時は、何かこういうことを考えてるんじゃないかなって思ってたわけさ。

It is not his fault that those efforts met with failure. It is the fault of those EU leaders so mesmerised by their outdated ambition to create a country called Europe that they cannot contemplate any loosening of the ties which bind member states.

こういう努力が報われなかったのは彼のせいじゃないけどね。
ヨーロッパとかいう国を創るなんて時代遅れな野望にぼうっとなり過ぎて、加盟国を縛り上げてる縄を一切緩めようとか考えられないEU首脳陣のせい。

So the questions I have asked myself are these: has the prospect of fundamental reform finally been extinguished or is there still some way in which that can be achieved? And if there is to be no fundamental reform, is the UK better in or out?

だから僕はこう自分自身に問いかけてみた。
抜本的な改革の可能性は遂に消滅してしまったのか、それとも未だどうにかして達成出来るものなのか？
で、抜本的な改革が行われないというなら、英国は残留した方が良いのか、離脱した方が良いのか？

There is only one thing that just might shake Europe's leaders out of their complacency: the shock of a vote by the British people to leave.

ヨーロッパの首脳陣を自己満足から叩き起こせるかもしれないものはただ一つ。
英国人がEU離脱を票決するという衝撃の結果だ。

The very facts that make it certain that the UK could thrive as an independent country – we are the fifth largest economy in the world, the most important military power in Europe and the country with by far the most stable and deep-rooted institutions – make us very valuable members of the EU. We would be sorely missed.

英国が独立国として繁栄出来るようにする事実こそ、僕らをEUの貴重な加盟国にするわけだ。
英国は世界第5位の大国であり、ヨーロッパでは最も重要な軍事大国であり、圧倒的に安定し深く根付いた制度を持つ国だ。

If the UK voted to leave, there would be a significant chance that they would ask us to think again. When Ireland and Denmark voted to reject EU proposals, the EU offered them more concessions and, second time round, got the result they wanted.

英国がEU離脱を票決すれば、考え直してくれと頼んでくる確率がぐんと高まる。
アイルランドとデンマークがEU案を投票して蹴っ飛ばした時、EUはもっと譲歩して、2度目で思い通りの結果をゲットした。

What changes would persuade me to vote to remain? Ironically the current EU Treaties contain a provision, rarely used, which would meet many of my concerns.

どんな変化だったら僕は残留をOK出来るだろう？
皮肉なことに、今のEU条約には滅多に使われないけど僕の関心事の多くを満たす条項がある。

These "Enhanced Cooperation" rules makes it possible for those countries that wish to integrate more closely to do so without requiring everyone else to join in. We – and others – could say to the integrationists: "We don't want to stop you doing what you want to do as long as you don't make us do what we don't want to do."

この『協力の強化』ルールで、もっと統合を望む国は皆が賛成してくれなくてもそれを出来ることになっている。
僕ら（そして他の国）は統合したい国に対して、「君が僕らが望まないことをやらせない限り、君がやりたいようにするのを僕らは止めないから」と言うことが出来る。

Of course this would not provide an answer to all our problems. Action would be needed on other issues, including immigration. This is an issue where we must be able to exercise control through our Government, accountable to our Parliament and ultimately to our electorate.

勿論、これが全ての問題を解決するわけじゃないよ。
移民を含む他の問題には行動が必要だ。
これは僕らの議会と究極的には僕らの有権者に対して責任を有する僕らの政府を通じてコントロール出来なくちゃいけない課題だよ。

It is not simply a question of numbers. It is a question of control.

数だけの問題じゃないんだよ。
コントロールの問題なんだ。

There are those in our country who argue that a high level of immigration is good for us. Others say the recent pace has been too fast. The essential point is that we must be able to have that debate and argue it out here in the UK.

我が国には、移民が沢山いるのは良いことだと主張する人がいるよね。
最近はちょっとペースが速過ぎなんじゃないのって言う人もいるよね。
肝心なのは、僕らが英国でそれを議論したり主張したり出来なきゃいけないってことさ。

It may be possible to deal with this highly contentious issue through use of the emergency brake. It is not clear that the version agreed to deal with benefits will actually work. But the principle of the brake has been accepted, so if it can be made to work in a way in which our foot will be on the pedal it may well prove the basis for a workable solution.

緊急ブレーキを使ってこういう凄く問題になり易い課題に取り組むのは可能かもしれないよ。
生活保護に関する合意が本当に機能するのかどうかなんてわかんないけどね。
でもブレーキの原則は受け容れられたわけだから、僕らの足がペダルを踏む形で機能するように作れるなら、実施可能なソリューションのベースになるかもしれない。

Europe's leaders may spurn the possibility of a new round of negotiations. They – and others – will certainly deny any possibility of this kind between now and our vote. They want us to vote to remain.

ヨーロッパの首脳陣は新しくネゴを始める可能性を蹴っ飛ばすかもね。
彼らは（ついでに他の連中も）絶対に、今から国民投票までの期間にこういう可能性を否定するよ。
僕らに残留の票決を出してほしいんだから。

The Prime Minister says that the possibility of further negotiation is "for the birds". We shall see. But if he's right it will just mean that Europe's leaders will have finally set their faces against the fundamental and far-reaching reform that he said he wanted. If so, we are better out.

首相は、追加交渉の可能性なんて「くだらない」って言ってるよね。
どうだか。
でも首相が正しければ、それってヨーロッパの首脳陣は遂に首相が望んでる抜本的かつ広範な改革にそっぽを向いちゃうってことでしょ。
だったら離脱した方が良いんだよ。

I have not reached this conclusion without much heart searching.

大した模索もせずにこの結論に至ったわけじゃないからね。

I have known and admired David Cameron for nearly 25 years. He has led our country with great distinction. It is not easy for me to be on the opposite side of the argument from him. But we all have to make up our own minds on the path which we think will best serve the national interest.

僕はデイヴィッド・キャメロンをかれこれ25年近く知っているし、敬愛してきた。
彼は我が国を立派に率いてきた。
彼と敵対する立場になんていたくないんだよ。
でも、僕らは最も国益にかなうだろうと思う道を自分自身で決めなくちゃいけない。

And when it has been resolved, the Conservative Party will have to continue to give our country the good government it needs and deserves. We must conduct this debate with courtesy and mutual respect, so that we can come together again after the decision has been made.

それに、解決された暁には、保守党は僕らの国が必要とし、相応しい、素晴らしい政府を与え続けなくちゃいけない。
僕らはこの議論を礼儀正しくお互いを尊重しながら進めなくちゃいけない。
