It is not just that Major League Baseball changed its rules governing how Japanese players could join North American clubs. Masahiro Tanaka and his agent will be the beneficiaries of what is set to become an unprecedented bidding war because of delays, confusion, infighting, counterproposals and more delays.

Because the process has played out that way, dragging into January, Tanaka, a right-handed pitcher, is perceived to be the best free agent available. Talented, polished and only 25, he is set to earn the largest contract in history for an international free agent, probably in excess of $100 million.

Had the new rules been in place as scheduled, immediately after the World Series, Tanaka would have been become available at the same time as a host of other players. He would have been an attractive free agent, but teams and fans would probably have been focusing on other players — like Robinson Cano, Jacoby Ellsbury, Shin-Soo Choo and Brian McCann — who were seeking new contracts at the same time.

Instead, Tanaka is arriving in the United States for a free-agent festival that has been called Tanaka-Palooza on Twitter.

With almost all the other prominent free agents signed, as many as a dozen teams are expected to bid for him. The Yankees especially intend to be aggressive in their pursuit of Tanaka, according to a person familiar with their plans.

Tanaka was dominant last season in Japan, going 24-0 with a 1.27 earned run average as he led the Tohoku Rakuten Golden Eagles to the Japan Series championship.

The Seattle Mariners, the Arizona Diamondbacks, the Los Angeles Dodgers and the Los Angeles Angels are among the teams also thought to have a keen interest in signing Tanaka.

His agent, Casey Close, who also represents Yankees shortstop Derek Jeter, arranged for Tanaka to fly to the United States, where he will meet with the interested teams and probably complete a contract before the Jan. 24 deadline. Tanaka arrived in Los Angeles on Wednesday.

According to a baseball official who has been briefed on the conditions set forth by Close, Tanaka was to be examined by a physician respected around baseball, and the results were to be distributed to all the interested teams.

Many major league teams have concerns about the health of Japanese pitchers because of the heavy workloads they often experience. Tanaka, for instance, threw 160 pitches in Game 6 of the Japan Series and, the next night, threw 15 more to get the save in Game 7. But Close does not want to subject Tanaka to a physical with each team’s doctors, so he will have just the one.

Teams will have a chance to meet with Tanaka at an undisclosed location, perhaps in Los Angeles, according to the official. (He could also visit certain teams.) After that, the bidding will begin in earnest, with teams making their offers.

Unlike other free agents, Tanaka has a 30-day window to negotiate a contract, according to the new rules. That window expires Jan. 24. If he does not strike a deal by then, he will have to go back to Japan. That is not expected to happen, however.

The new rules set a $20 million limit on the amount a major league team must pay a Japanese free agent’s old club. The team that signs Tanaka will almost certainly pay the Eagles $20 million, then, and he is free to negotiate with any team willing to pay that amount.

Under the old system, when Japanese teams made their players available, there was no limit on what major league teams could bid, and the highest bidder was given the exclusive right to negotiate with the player. The posting fees for the right-handed pitchers Daisuke Matsuzaka and Yu Darvish were in excess of $50 million, with all of that money going to the players’ former teams.

After the Texas Rangers won the bidding for Darvish two years ago, with a posting fee of
$51.7 million, they signed him to a six-year, $56 million contract, for a total outlay of almost $108 million. That figure became the baseline for what teams were thought to be willing to invest in a top Japanese pitcher.

With posting fees now capped at $20 million and free-agent salaries escalating rapidly, Tanaka is expected to sign a contract for far more money than any other international free agent. The largest contract for such a free agent to date belongs to the Cuban defector Jose Abreu, who signed a six-year, $68 million deal with the Chicago White Sox in October.

The bidding for Tanaka is expected to exceed $100 million for a six-year deal, and the Yankees are likely to be among the top bidders, unless one team decides to separate itself from the pack.
