France is condemned for increasing discrimination, intolerance of minorities and hate speech by the Council of Europe's human rights commissioner
フランスは差別、マイノリティへの不寛容、ヘイト・スピーチが悪化している、と欧州評議会人権委員に非難されています。
The French are becoming more racist and intolerant towards ethnic and religious minorities including both Muslims and Jews, according to a Council of Europe report this week.
フランス人の人種的マイノリティやイスラム教徒とユダヤ教徒の両方を含む宗教的マイノリティに対する差別や不寛容は悪化している、と欧州評議会が今週公表したレポートが伝えています。
The strongly-worded criticism comes after the prime minister, Manuel Valls, said there was "apartheid" in France that has left part of the population on the cultural and economic fringe, vulnerable to Islamist radicalisation.

He was speaking after attacks against the magazine Charlie Hebdo and a Kosher supermarket left 17 dead last month and prompted soul-searching by French leaders, who are now considering new approaches to integrating minorities and preventing radicalisation.

The 52-page Council of Europe report is based on a visit to France by its commissioner for human rights, Nils Muižnieks, last September, several months before the Charlie Hebdo attacks.

"In recent years, there has been a huge increase in anti-Semitic, anti-Muslim and homophobic acts," Mr Muižnieks said in a statement. "In the first half of 2014 alone, the number of anti-Semitic acts virtually doubled, while the number of Jews leaving France for Israel tripled compared with 2012, which is a telling indication of their feeling of insecurity."

He said the Roma, gay and disabled people also faced discrimination, estimating that at least one "anti-gay or anti-disabled act" took place every two days. He said many Roma children were not attending school and he urged the authorities to remove bureaucratic obstacles to their enrolment.
