Schools struggle with foreign children influx

An influx of migrant children is changing the culture of schools and pushing some to 'breaking point', the National Association of Head Teachers (NAHT) will claim this week.
移民の子ども達が大勢入学していることで、学校の文化が変わりつつあり、一部の学校は「限界点」まで追い詰められている、と全国校長協会（NAHT）は今週発表する。
Some schools do not have the resources to cope with scores of school-age children arriving in the UK from eastern Europe with a poor grasp of the English language and customs, a Government inquiry will be told.
一部の学校は、大勢の英語もイギリス文化も殆ど知らない東欧出身の就学年齢児童に対応するリソースがない、と政府による調査は告げられる。
The warning follows the publication of figures from the Government Actuary's Department which suggest that increased levels of immigration and an increasing birthrate could result in the population of the UK rising to about 90?million by the middle of the century.
この警告は、移民の増加と出産率の上昇は、イギリスの人口が今世紀半ばまでに約9,050万人まで増える結果につながるかもしれない、と示す年金数理庁のデータ発表に続いて出される。
While head teachers emphasised that immigrant children should be welcomed into schools, the NAHT claims many head teachers are concerned they do not have the money to cope with such large numbers.
校長等は移民の子ども達は学校に歓迎されるべきだと強調したが、多くの校長等はこのような人数に耐えるだけの資金がないことを懸念している、とNAHTは主張している。
Mick Brookes, the general secretary of the NAHT, who will this week present evidence to a Parliamentary inquiry on the subject, said: "The impact on schools where there is a large number of foreign pupils coming in can be quite dramatic … on their capacity to manage those pupils but also it creates problems when they may have a minority language that is not widely spoken."
今週この問題についての議会による調査に証拠を発表する、NAHTのミック・ブルックス事務局長は、次のように語った。
「大勢の外国人の生徒がやってくる学校への影響は、当該生徒の管理能力に関して、かなり劇的なものになり得る。それに、広く使われていない少数派言語を子ども達が話すかも知れず、この場合にも問題を生み出す」。
Mr Brookes said the problem is exacerbated in rural areas, such as Lincolnshire, where foreign workers are filling a void in the agricultural industry. He called for an emergency fund to be set up which schools can draw on when they receive foreign pupils.
外国人労働者が農業の人員不足を埋めている、リンカンシャーのような地方でこの問題は悪化している、とブルックス氏は語った。

Mr Brookes said: "It is important all children are welcomed into schools and that they feel part of the community. We need to make sure the schools can give the pupils the support they need.

However, he added: "For some schools, the resources they need to deal with it are coming to an end and they are reaching breaking point."

Mr Brookes also called for Criminal Records Bureau checks on support staff to be fast-tracked to enable assistants who speak minority languages to enter schools and support pupils for whom English is not their first language. "We welcome these children and their parents, but the schools need to be given the capacity to cope."

Figures compiled by the Institute for Public Policy Research (IPPR), a think-tank, show that about 240,000 under-19s have moved to Britain from Poland, the Czech Republic, Lithuania and Slovakia in recent years.
IPPRがまとめたデータは、この数年間に、ポーランド、チェコ共和国、リトアニア、スロヴァキアから約24万人の19歳以下の子ども達がイギリスに移住した、と示している。
Danny Sriskandarajah, of the IPPR, said the issue is about funding in schools and the allocation of resources rather than the numbers of migrants entering Britain. He added that it was time for the Government to reassess the provision of English language teaching to migrant pupils.

A spokesman for the Department for Children, Schools and Families said funding is allocated based on pupil numbers and that extra funding is made available for foreign pupils through special grants: "Local authorities receive funding through the Ethnic Minority Achievement Grant to provide support for minority ethnic pupils and pupils with English as an additional language. The grant is £179 million in 2007-08 and will increase to £207 million in 2010-11."
児童・学校・家庭省の報道官は、資金は生徒の数に基づいて分配されており、追加資金は特別助成金を通じて外国人生徒に出されている、と語った。
「少数派生徒や英語を母国語としない生徒に支援を提供する、エスニック・マイノリティ達成補助金（EMAG）を通じて、地方自治体は資金を受け取っている。2007-2008年の補助金は￡1億7,900万であり、2010-2011年には￡2億700万に増額される」。
