VIP visa service for Chinese business travellers

A new "VIP" visa service for influential Chinese business people is being rolled out by the Home Office, as the Government bows to pressure to relax rules for visitors from the world's second biggest economy.

英内務省は中国財界大物向けの新「VIP」ビザ発給サービスを展開します。英国政府は、世界第2位の経済大国からの訪問者のために、規制緩和圧力をかけると誓いました。

The service will save Chinese business people from travelling to a UK visa application centre to have their finger prints taken. Their biometric data will instead be taken at their home or office although the service comes at a price - it costs ￡1,080 to process between one and 10 applications during one 60 minute visit.

このサービスにより、英国に出張する中国財界人が指紋登録のためにビザ発給センターを訪れる時間は節約されるでしょう。
料金は発生しますが、彼らの生体データは自宅または事務所で登録することが出来るようになります。
料金は1回の訪問（60分）につき、10人まで1人1,080ポンドです。

The scheme is one of several measures introduced this month following calls from UK business leaders to make it easier for Chinese investors and tourists to come to Britain, amid claims bureaucratic visa rules are costing this country ￡1.2bn in lost income.

このスキームは、完了的なビザ規則のために英国は12億ポンドもの収入を失っているとの主張の中、英国のビジネスリーダーからの、中国人の投資家や観光客がもっと簡単に英国に来られるようにせよ、との呼びかけを受けて今月導入される複数の措置の一つです。

Immigration minister Mark Harper will on Wednesday highlight the Government's latest initiatives to encourage more Chinese visitors to the UK at a meeting with business leaders in Central London.

マーク・ハーパー移民相は水曜日、ロンドンの中心部で開くビジネスリーダーとの会議で、中国からの訪問者増加促進を目指した、政府の最新イニシアチブを強調する予定です。

A scheme that allows Chinese visitors to hold on to their passports while their visa applications are processed - rather than having to hand it over for several days - has also been introduced this month.

今月は、中国人訪問者がビザ申請中、数日間預けなければならないのではなく、パスポートを保持出来るようにする制度も導入されました。

The minister is also expected to tell businesses that the Government will seek to work more with Chinese travel agents to help them process UK visa applications on behalf of their customers.

また、英政府は中国の旅行代理店が顧客のために英国ビザ申請処理を行うのを支援すべく協力を強化する、と企業に告げると予想されています。

Business leaders have welcomed the improvements but warned they are unlikely to lead to major increases in the number of Chinese visitors to Britain, compared to rival economies such as France and Germany, which are part of the Schengen system. Schengen allows Chinese travellers to visit 26 European countries on a single visa - apart from the UK.

ビジネスリーダーは改善を歓迎しましたが、シェンゲン条約に加盟するフランスやドイツなどの競合に比べて、これで英国への中国人訪問者が劇的に増加することはないだろうと警告しました。
シェンゲン条約により、中国人旅行者は一つのビザで欧州26か国を訪れることが出来ますが、英国はこれに含まれていません。

"Marginal changes to the system will lead to marginal improvements in the number of visitors we attract," said a spokesman for the UK China Visa Alliance, a powerful coalition of businesses and industry groups, which is behind today's event.

「システムの僅かな変更は、我々が引き寄せる訪問者の数の僅かな改善をもたらすだろう」と本日のイベントを後援する、企業や産業のグループが集まって作られた強力な同盟、UK China Visa Alliance（英中ビザ連合）の広報担当者は言いました。

The alliance, whose members include Walpole, an organisation representing British luxury brands such as Burberry and London First, the business lobby group, want a system that allows Chinese visitors to submit their UK visa applications at the same time as a Schengen visa.

バーバリーやロンドン・ファーストなどの英国高級ブランドを代表する組織であるウォルポールもメンバーのこの連合は、ビジネスロビー団体であり、中国人訪問者がシェンゲン・ビザと同時に英国ビザを申請出来るようにする制度を求めています。

The alliance says 93pc of Chinese tourists will only apply for one visa when they come to Europe, which means the UK often loses out to the Schengen countries.

同連合によれば、中国人観光客の93%はヨーロッパを訪れる際に1つのビザしか申請せず、これは英国がシェンゲン条約加盟国によく負けていることを意味しているそうです。

The Home Office also on Tuesday launched a "super priority visa" for Indian business travellers. The immigration minister said: "This government is committed to encouraging international business to invest in Britain."

更に内務省は火曜日、インド人出張者向けの「スーパー・プライオリティ・ビザ」を開始しました。
ハーパー移民相は「政府は国際対英投資を奨励することにコミットしている」と言いました。
