Pressure mounts on EU to set up reception centres urgently in frontline countries such as Italy and Greece
イタリアやギリシャといった移民最前線国に移民受入センターを緊急に設置白、とEUに迫るプレッシャーが強まっています。
Britain, France and Germany have urged the EU to move quickly to set up migrants' reception centres in frontline countries such as Italy and Greece.
英国、フランス、ドイツは、さっさと移民受入センターをイタリアやギリシャなんかの最前線国に作れ、とEUに迫りました。
The centres would identify genuine asylum-seekers fleeing war or persecution, and economic migrants to be sent back to their home countries.
センターは戦争や迫害を逃れてきた本物の亡命希望者と、本国に送還すべき経済移民をより分けます。
The three countries want the centres to be set up "by the end of the year," a French official said.
英仏独は「年末までに」センターを立ち上げることを求めている、とフランス当局者。
The ministers also called for the EU to draw up a list of "safe countries of origin". Applications for asylum by nationals of those countries would automatically be rejected.
3ヶ国の大臣は「安全出身国」リストの作成もEUに要請しました。

The proposals came a day after the Home Secretary, Theresa May, discussed the urgent need for reception centres in the countries where migrants first arrive in the EU with her French and German counterparts on the sidelines of a security meeting in Paris.

A joint statement by the three ministers "underlined the necessity to take immediate action to deal with the challenge from the migrant influx."

They said EU interior and justice ministers should hold an emergency meeting to agree on measures to cope with the escalating migration crisis.
曰く、EUの内相、司法相はエスカレートする移民危機の対処方法を合意するために緊急会合を開くべきとのこと。
The number of migrants reaching the EU's borders has doubled this year, with nearly 340,000 arriving between January and July compared to 123,500 during the same period in 2014, the EU border agency Frontex reported.
EU境界に到達する移民の数は今年に入って2倍に増えました。
2014年同時期は12.35万人でしたが、1-7月間で34万人近くが到着しました（Frontex調べ）。
Most of them landed in Italy and Greece after crossing the Mediterranean in boats.

"As long as we have not got reception centres in the countries where migrants arrive, and as long as we are not discouraging more people to cross the Mediterranean by sending illegal migrants back, this crisis will just keep escalating," the French official said.

Pope Francis appealed for better international cooperation against people smugglers in response to the deaths of 71 migrants, believed to be Syrians, whose decomposing bodies were found in an abandoned lorry in Austria last week. The pope urged world leaders to prevent such "crimes that are an offence to the whole of humanity." He spoke as a fifth suspect, a Bulgarian, was arrested yesterday over the tragedy.

As well as putting pressure on the EU to step up its action, Britain, France and Germany are also urging some member-states to revise their policy on migrants, diplomatic sources said.
EUに対応の強化を迫る圧力をかけると同時に、英仏独は加盟国にも移民に関する政策を見直すよう強く求めたそうです（外交筋伝え）。
Reflecting that, the French foreign minister, Laurent Fabius, condemned the "harsh" treatment of asylum-seekers by Hungary and east European countries.
それについてフランスのローラン・ファビウス外相は、ハンガリーなどの東欧州諸国による亡命希望者に対する「容赦ない」扱いを非難しました。
"With regard to all those people who are politically chased out of their country, we have to be able to welcome them," Mr Fabius told Europe 1 radio. "Every country has to respond to that. France, Germany, others have, but when I see certain countries that do not accept these groups, I find that scandalous."

He criticised Hungary for building a fence to keep out migrants along its border with Serbia: "They (central and east European countries) are extremely harsh. Hungary is part of Europe, which has values and we do not respect those values by putting up fences."
また、セルビアとの国境沿いに移民を締め出すためのフェンスを建てたハンガリーを非難しました。

The French prime minister, Manuel Valls, said people fleeing war and persecution "must be welcomed" in France and treated with dignity. He was addressing a conference of the governing Socialist Party after a minute of silence for more than 2,600 migrants who have drowned this year trying to reach Europe.

Germany is taking 800,000 asylum-seekers this year, but a European Commission proposal for a quota system to spread asylum-seekers among EU countries has been rejected by most member-states, including Britain and France.
