下には下があるように、上には上が有るものだ。
他国を信用できず、協力出来ない人や国家は、人類存続の邪魔になる。
α-statesにβ-statesの人がやってきて聞いた。
β：貴方の国々のように温暖化問題に対応出来ていません。どうしたら、良いのでしょうか？
α：貴方はどうすれば良いかと聞いているが、温暖化問題の恐ろしさも、その原因も分かっているのでしょう！？
β：私はその恐ろしさも、原因も分かっているつもりですが、人々も国々もバラバラで、温暖化問題は絵空事だという人もいます。
α：国家間の信頼関係はどうなのですか？良好ですか？
β：良好な関係の国家群と、敵対関係にある国家群が混在しています。
α：紛争や戦争などという小事が、温暖化問題への対応を遅らせているようなことはありますか？
β：正にそこなのです！多くの国々が軍備の増強を始めて、温暖化問題どころではないのです！
α：温暖化問題は、百年否千年という長期を見据えて対応するものです。どのような事情が貴方の世界にあるのか私は知りませんが、戦争程度のことで、長期の対応が出来ないということなら、貴方の世界は滅びるしかないように思います。
β：随分、厳しいことを仰いますね！
α：私の言葉を厳しいというなら、貴方の温暖化問題の理解が疑われます。温暖化が進行すればするほど、その星の復元力は低下していきます。つまり、対応が遅れれば遅れるほど、修復は難しくなるということです。貴方の星は、既に限界点を超えているかも知れません。
β：限界点？
α：そうです。限界点です。貴方の星の温暖化の状態が限界点を超えれば、人為的な方法で修復することは出来ません。その結果、温暖化は益々進行し、海面上昇、旱魃、洪水が激しくなり、国家は生存をかけて戦うようになります。つまり、国々が協力して温暖化に立ち向かわなければならないのに、逆の動きになるのです。
β：どうすれば、良いのでしょうか？
α：貴方の星の温暖化の現状や星の環境容量、国際関係などを存じていないので、どうすれば良いかは言えません。貴方の星で考えるべきことです。貴方の星が、もしも限界点を超えているなら、貴方方は滅亡に向かいます。そして、人口減少により温暖化ガスの排出が抑制されて漸く温暖化が止まるというシナリオになります。
β：解決に向けて何か重要なヒントでも頂けないでしょうか？
α：ヒントになるかどうかは分かりませんが、貴方の星では温暖化問題の解決は政府の役割だと思っている人が多いのではありませんか？
β：そう思っている人が殆どだと思います。
α：政治システムにもよりますが、そのような役割分担であることが、温暖化問題解決の大きな阻害要因になっているかも知れません。
β：えっ？役割分担？
α：貴方はどうも、温暖化問題をよく知らないようだ。貴方の星が大事なら、もう少し深く考えなければなりません。他に用事があるので、私はこれで失礼します。
β：あっ、チョッと待って！
αはβの制止の言葉を後にして、行ってしまった。
α-states
Just as there is a bottom at the bottom, there is a top at the top.
People and nations who cannot trust other countries and cannot cooperate will hinder the survival of humankind.
A person from β-states came to α-states and asked.
β: We are not able to deal with the global warming problem like your states. What should we do?
α: You are asking what to do, but you know the horror of the global warming problem and its cause! ?
β: I think I know the horror and the cause, but people and countries are all different, and some people say that the problem of global warming is a falsehood.
α: What is the relationship of trust between nations? Is it satisfactory?
β: A group of nations with a good relationship and a group of nations with a hostile relationship are mixed.
α: Do small things such as conflicts and wars delay the countermeasures to the global warming problem, don't it?
β: That's right! Many countries have begun to build up their armaments, and it's far from a global warming problem!
α: The issue of global warming has to be addressed with a long-term perspective of 100 years or 1000 years. I don't know what the circumstances are in your world, and if it's about a war and you can't deal with it for a long time, I think your world will go to ruin surely.
β: You say pretty severe things, don't you !
α: If you think my words are strict, your understanding of the global warming problem is doubtful. As warming progresses, the restoring force of the star will decrease. In other words, the longer the countermeasures are delayed, the more difficult it is to repair. Your star may have already exceeded the limit point.
β: Limit point?
α: That's right. It is a limit point. If the warming condition of your star exceeds the limit point now, it cannot be repaired by artificial methods. As a result, warming will continue increasingly, sea levels will rise, droughts and floods will intensify, and nations will fight for survival. In other words, although countries have to work together to combat global warming, the direction becomes opposite.
β: What should we do?
α: I don't know the current state of your star's warming, the carrying capacity of your star, international affairs, etc., so I can't say what you must do. Your star should think about the solution of warming. If your star is above the limit point, you are heading for destruction. Then, the scenario is that the emission of greenhouse gases is suppressed due to the declining population and then the warming stops at last.
β: Could you give me some important hints for the solution?
α: I don't know if it will be a hint, but many people on your planet think that solving the global warming problem is the role of the government. Is that right?
β: I think most people are thinking so.
α: The solution is varying due to the political system, but such division of roles may be a major obstacle to solving the global warming problem.
β: What? Division of roles?
α: You don't seem to be familiar with the issue of global warming. If your star is important, you have to think a little deeper. Since I have other errands, I'm afraid I must say good‐bye now.
β: Oh, wait a minute!
