French Institute Warns of Chinese Infiltration of Okinawa

The following is a chapter I sent on 2021-11-02 titled: Chinese articles opposing the U.S. military base in Okinawa usually overlap with the arguments of Japanese leftists and peace activists.

It is a must-read for all Japanese citizens, especially those in Okinawa, and people around the world, because the Okinawa gubernatorial election is in every way being run according to China's plan and manipulations, and Denny Tamaki is reportedly in the lead.
The underlying cause of the unusual attitude of the Asahi, Mainichi, and Tokyo newspapers and terrestrial TV stations, which have all been reporting on the Unification Church uproar that suddenly started after the Abe assassination, is the fact that the gubernatorial election will be held in Okinawa Prefecture, which had a close race in the recent House of Councillors election.

They pay about 5,000 yen a month to read articles by people who, as Yuzuru Tsuboi embodies, are working hard to undermine Japan, avenge Japan, and diminish Japan's national strength.

French Institute Warns of Chinese Infiltration of Okinawa
While the confrontation between the U.S. and China is drawing attention in Europe, the Institute for Strategic Studies of the French Military Academy (IRSEM), a think tank with close ties to the French military, has released a report on China's global information warfare. Even though this is not the official view of the French government, it oozes a strong sense of urgency about China's infiltration operations. 
New Caledonia's indigenous people became active in the independence movement in the 1980s. Since 2018, in agreement with the French government, a referendum has been ongoing to determine whether or not the country should remain a French territory.
The IRSEM report described the reality of China's rapid access to pro-independence leaders through Chinese fellowships abroad.
It is believed that the calculation is that by bringing New Caledonia under Chinese influence by making it independent and using it as a base to break the Chinese siege, it can contain Australia. 
Okinawa was an example of China's attempts to infiltrate the region using a similar approach to New Caledonia.
It attempts to prevent the expansion of Japanese and U.S. forces in Japan by deepening the islanders' involvement in the independence movement.
The Importance of Okinawa 
The IRSEM report noted that Japan remains an island nation with a strong sense of national unity as the Japanese. It introduced Okinawa and the entire Ryukyu Islands as an exception.
The report explained that the residents of the islands still have complex feelings toward the mainland due to their bitter experiences during World War II, which gives China an opening to take advantage of them. 
The pro-China sentiment is widespread and is fostered by the fact that the locals benefit from trade with China.
It is a weakness that China can exploit and a strategic opportunity.
It is because the Ryukyu Islands are positioned to solidify their access to the second island chain in the Pacific Ocean (China's military defense line from the Izu Islands to the Ogasawara Islands and New Guinea).
Furthermore, it is expected to kill two birds with one stone. It would not only interfere with the U.S. military presence in Japan but also with the U.S. forces in Okinawa." 
In Japan, the idea of "Okinawan independence" has little realism and sounds like a radical argument.
However, there is no doubt that China is taking advantage of the anti-US military base movement in Okinawa.
The report sums it up this way. 
"It is convenient [for China] that a residents' movement in Okinawa views the U.S. military bases as hostile and seeks independence. Most islanders are anti-Tokyo and have antipathy toward the central government. As a sign of this, Governor Denny Tamaki, who has objected to the U.S. military bases, was elected in 2018. Okinawa Prefecture is fighting to reduce the size of the U.S. military. The central government in Tokyo takes seriously the danger of Okinawa unilaterally declaring independence. China is encouraging (independence) through diplomacy, false news, and increased investment in northern Okinawa near the U.S. military bases. 
China has been waging this kind of information warfare worldwide in recent years, and it is growing stronger by the minute.
The view that the Chinese are "stirring up a division between the Japanese government and Okinawa" is persuasive.
Soka Gakkai and Komeito 
The IRSEM report cited an article published in May 2013 by the People's Daily-affiliated English-language newspaper, the Bulova Times, as an example of China's intentions toward Okinawa. 
The article was titled "The Ryukyu Issue Becomes China's, Playing Card.
It argues that Okinawa serves as a "powerful card" against Japan.
If China supports the Ryukyuan independence movement and threatens Japan's unity as a nation, it will be a defensive measure against the Japan-U.S. alliance.
On the issue of Ryukyuan independence:
(1) Form public opinion by subsidizing research institutes, etc.
(2) China should raise the issue in the international community. 
The IRSEM report states, "This is what China has clearly done."
For example, the report noted that Chinese universities and think tanks are promoting academic exchanges with Okinawan independence groups and that the Chinese media has repeatedly reported on the question of Japan's territorial rights to Okinawa.
He also mentioned that China is approaching the descendants of the Ryukyu Dynasty.
These developments, he said, are in line with the Global Times article.
In Okinawa, the movement for Ryukyuan independence and opposition to the U.S. military bases, as well as leftists and peace activists who oppose the revision of Article 9 of the Constitution and the buildup of the Self-Defense Forces, are uniting and fighting together. China supports these movements because it sees them as serving its national interests. And they are hindering the buildup of Japan's military power. In particular, China supports the Soka Gakkai and Komeito, promoting closer ties between Japan and China. Chinese articles opposing U.S. military bases in Okinawa usually coincide with the arguments of Japanese leftists and peace activists." 
He also noted the growing economic ties between China and Okinawa.
In addition to the increase in Chinese investment in northern Okinawa, which is close to U.S. military facilities, the article noted the rapid increase in Chinese tourists to Okinawa.
The report also noted the increasing number of sister city ties between Okinawa Prefecture and China.

The report further states
Foreigners account for only about 2% of the population.
Strict laws and regulations on political funds and foreign investors
The LDP has been in power for a long time, and the political situation in Japan is stable. 
The LDP has been in power since 1955, with the exception of two periods in 1993-94 and 2009-12. It is not easy to capture the opposition. The JCP does not have a significant presence; even the JCP is nationalistic, and its influence in China is almost invisible.
