In the final days of the Diet session, the opposition parties referred to the outsourcing of "sustainable benefit" payments to small and medium-sized businesses and other entities. 
On the morning of June 1, six opposition lawmakers, including Kawauchi Hiroshi, a member of the Constitutional Democratic Party, and Watanabe Shu, vice president of the Democratic Party For the People, enter a rented building along Tsukiji's main street in Tokyo.
The target is the office of the "Service Design Promotion Council," which has been entrusted with the procedure for the treatment of sustainable benefits from the Ministry of Economy, Trade, and Industry.
The group goes upstairs to the second floor where the office is located, accompanied by the waiting media. 
Watanabe puts his ear to the white intercom handset in the office entranceway, and they are all bombarded by the media's cameras. 
'Hello, hello. No one answers. Well then, Ogushi-sensei, come in.' 
Hiroshi Ogushi, a member of the Constitutional Democratic Party of Japan, who has been nominated, calls into the receiver in the same way.
The camera flash flashed again, but of course, there was no answer. 
'Then, Kawauchi-sensei, come in.' 
The opposition MPs continue to shout into the receiver with no alternative answer, aware of the media cameras. 
 A reporter asked, wondering why the office was absent, knowing that opposition lawmakers would come. 
'Did you tell your counterparts that you were coming?' 
Watanabe did not shyly boast: 'Actually, an hour ago, I received a call from the government officials saying that there was no staff member in the office working remotely today, but I came.' 
It's nothing short of finding out that the office is empty from working from home. But they came to the site to get the press to take pictures.
And they shouted to the press, "This council is a ghost company, a tunneling company," just for impression manipulation of their specialty.
*Viewers will remember that NHK's watch 9 did not report this simple fact at all, but instead reported it as if the office was a dummy company*.
