focus only on small, easily visible risks and ignore the more enormous, less visible risks

This chapter is a reprint of a chapter I wrote on 2021-01-31 titled "Once the mass media, which had been urging the declaration of a state of emergency by stoking fears of corona infection, now declares a state of emergency," with revised paragraphs.
It is a must-read not only for the Japanese people but also for people around the world.
The following is from an article by Kazue Fujiwara, which appeared in the February issue of the monthly magazine Hanada, titled "Japanese society that stops thinking and calls for the declaration of a state of emergency is the state of emergency," from pages 78 to 90.
She, too, is a "national treasure" as defined by Saicho.
As readers know, her activities since her appearance have been remarkable.
Her method of elucidating the truth with each concrete case is not only innovative.
The cruelty, stupidity, and despicability of the media she reveals to us should make us shudder.
The Japanese TV media, in particular, is marching down the path of a pariah.
It is dominated by unbelievable low-life.
Japan is in danger unless the current state of the Japanese TV media, which is covered by the incompetence known as pseudo-moralism, is corrected.
(Emphasis in the text except for the headline is mine.
The Liberal Demand for Emergency
On January 7, 2021, Prime Minister Yoshihide Suga declared a state of emergency, and Japan once again entered a stage where the government urged the people to exercise restraint.
In this paper, I will examine the structure of Japanese society that has hysterically demanded that the government declare a state of emergency, and then discuss issues such as what a state of emergency is in Japan, whether Japan needs a state of emergency, and whether a state of emergency can control infection.
In Japan, during the year-end and New Year holidays, which will change from 2020 to 2021 when the corona disaster began, some people on the side where the [private rights] are restricted by the government are cautious about issuing a state of emergency. Has arisen in a situation where he strongly demands that it be published.
Those who actively advocated this totalitarian measure to restrict private rights were opposition politicians, mass media, and cultural figures who advocate "liberalism," which is supposed to be the opposite of limiting private rights.
They became monster criminals and hysterically demanded that the government restrict their privacy rights on the premise that there are "citizens who should be quarantined" who are spreading the corona infection.
TV shows stereotyped the "quarantine people" one after the other and called them into question.
They targeted passersby at the scramble crossing in Shibuya, participants in the GoTo campaign, shoppers in shopping malls and department stores, diners at restaurants, commuters on crowded trains, people returning home for the year-end and New Year holidays, worshippers on New Year's visits to shrines, spectators along the Hakone Ekiden (relay race), visitors to Disneyland, and holidaymakers in Kamakura.
JNN, ANN, and other TV networks have been using the same methods as the police in totalitarian countries.
Television news networks such as JNN and ANN have set up live cameras at the scramble crossing in Shibuya to monitor passersby and distribute the live footage on YouTube.
Japan has already become a "mass surveillance" society by the mass media.
Stimulated by the movement of "liberal advocates" calling for restrictions on private rights, zero-risk believers on social networking sites have turned into "Owari no Kami" (Internet slang for radical pessimists who shout "Japan is finished" and lash out at the government and society), causing "mass hysteria.
They rush to the comment section of articles on Yahoo! News (commonly known as "Yahoo! come") that are pessimistic about the corona disaster and hurl all the abusive language they want at the government and the "people who should be quarantined" with little evidence.
Japan, and even become a trending topic on Twitter, attracting a great deal of attention from the public.
In addition to the incendiary commentators on TV talk shows, the people who are subjected to the solid sympathetic pressure of the Yahoo! come "Owari no Kami" are subjected to "mind control" as if the declaration of a state of emergency is essential and the government that does not declare a state of emergency is incompetent.
At this point, the government's approval rating dropped. A situation was created where the government had no choice but to declare a state of emergency to avoid social chaos.
On January 7, the Suga administration, which had been cautious about declaring a state of emergency that would deal a significant blow to the economy, announced that it would declare a state of emergency the following day.
The same mechanism that forced the previous Abe administration to declare a state of emergency after the corona epidemic caused his approval rating to drop.
Rampant "flip-flopping" in the media
Of course, human lives lost due to the infection of the new coronavirus and human lives lost due to the worsening economy caused by the countermeasures against the infection of the new corona are the same human lives.
If a state of emergency is declared to limit the number of infectious deaths, it is expected that the number of contagious deaths will decrease. Still, it is feared that economic deaths such as suicides may increase due to the damage to the economy.
On the other hand, if no infection control measures are taken, the economy will not be directly affected by the economic deaths. Still, there is a possibility that the number of infectious deaths will increase.
Thus, from the perspective of risk, the risk of infectious deaths and the risk of economic deaths are [two opposing trade-offs], and it is essential to implement optimal [risk treatment] to reduce these two risks.
However, in Japan, people always focus only on small, easily visible risks and ignore the more enormous, less visible risks.
For example, about nuclear power plants, the risk of activity of faults that move once every 100,000 years is significant, but the risk of economic loss and the risk of tight power supply due to the shutdown of nuclear power plants are ignored.
Also, the risk of a small amount of benzene in the basement of the Toyosu market passing through the groundwater control system (which is much smaller than the risk of exposure to radiation from car exhaust) is considered necessary. Still, the risk of loss due to the shutdown of the Toyosu market is ignored.
And again, the massive risk of loss associated with the declaration of a state of emergency is ignored, and Japanese society rushes to declare a state of emergency.
What is even more pernicious is the "flip-flopping" of news reports aimed solely at criticizing the administration.
The mass media, which had been urging the declaration of a state of emergency by inciting fear of corona infection, now, once the state of emergency has been declared, suddenly started reporting on the loss of income of the people and the crisis of the restaurant industry, which had been completely ignored until then, as in "The impact of the declaration of a state of emergency on ......" (TBS). (TBS), which had been completely ignored until then, and pretend to be on the side of the weak.
In the end, such flip-flopping news coverage leads to the administration being criticized for being "slow to declare a state of emergency" when it does not declare a state of emergency and for "exhausting the weak by declaring a state of emergency" when it does express a state of emergency.
Sophomoric articles in hatred of the administration
