「備蓄米」販売と今後への期待 / Sales of Stockpiled Rice and Future Expectations

『備蓄米』の随意契約による 第一回目の売渡し先事業者名と購入量、そして 米の生産年の詳細な資料が出されました。今後、米の販売ルートが多様化して、誰かに統制された価格でなくなるでしょう。 .

今回の売渡しは、JA全農などが握っている流通量と較べると僅かですし、JA全農と生産農家との強い結びつきは強いので、一時的な「安売り」になるでしょう。しかし、売渡しに対してこれだけの事業者の申込みが殺到して、24時間足らずで終了した事から判る様に、米を販売したい事業者は数多くある事がはっきりしました。そして、消費者は現状のルートで販売される米より安い米を求め、生産農家も 農協以外への販売ルートを模索していますから、今回の措置によって、今後 販売事業者や販売ルート、そして米の集荷ルートが数年かけて変わっていくのは確実です。期待しています。

備蓄米の購入申請と期待 / Applications to purchase stockpiled rice and expectations

備蓄米 30万トンの随意契約への購入申請を行なった事業者とその申請量を一覧にまとめてみました。今回の取り組みによって、今後、農家の人達にとっても販売ルート拡大と利益確保の道が広がる事が期待できます。

今年に入って 2回行なわれた「備蓄米」入札では、5㎏ あたり 2,000円弱 で JA全農（農協）が多くを購入したため、そこから末端の小売店やスーパーマーケット に至るまでの流通経費や中間業者の取得利益分によって、市場価格が下がる可能性が極めて低かったのが現実でした。その為、今回の卸業者や小売業者との随意契約によって、短期的には、価格が大きく下がった品が流通する事になる事が期待できます。

更に、それ以上に、農家の人達にとって販売の可能性が大きく広がる事も期待されます。長年続いた、JA全農に大きく依存するのではなく、今回の購入申請業者の様に、スーパーマーケットやネットショッピングなどへの販売ルートが拡大する可能性が広がる事こそ、今回の随意契約で最も大きな変化を生むと期待されます。

人の美しさ / The Beauty of People

今日、いつも買い物の時に使っている、僕のお気に入りの、自然の木々と鳥、そして季節によっては蟹たちが溢れている小道で、画像の光景に遭遇しました。車一台が通れるだけの幅の道ですから、交通量は多くなく、時々、すれ違い用のエリアで休憩している車があるのですが、タバコの吸い殻をまとめて捨てる場所ではありません。

このタバコを捨てた人と直接に会話をしていませんので、その人のモラルや人格をここで話題にする考えは全くありません。しかし、空き缶やペットボトルなど、不要物を捨てる行為自体は、どう考えても、決して美しくはありません。

とかく、環境問題とか、条例（法律）違反だとか、モラル違反とかで問題追及する風潮がありますが、それ以前に、私達一人ひとりが、人として美しい行為であるか否かを判断する美意識を持つ事の方が遥かに大切だと思います。

I haven't had a direct conversation with the person who threw away this cigarette, so I have no intention of discussing their morals or personality here. However, the act of throwing away unnecessary items such as plastic bottles and empty cans is not beautiful in itself, no matter how you look at it.

There is a tendency to pursue problems such as environmental issues, violations of ordinances (laws), and morals, but before that, I think it is much more important for each of us to have an aesthetic sense to judge whether or not an act is beautiful as a person.

外国人就労者への自転車講習を / Bicycle Lessons for Foreign Workers!

兵庫県、小野市で外国人技能実習生（今後は育成就労制度の対象の方）を対象に、自転車のルールを伝える教室が開催されたニュースです。各自治体でも、積極的に行なって、交通ルールを浸透させ、安全な交通社会をつくって欲しいものです。

It is in the news that a class was held in Ono City, Hyogo Prefecture to teach foreign technical trainees (those who will be subject to the development employment system in the future) the rules of bicycles. I hope that each local government will also actively hold such classes to spread awareness of traffic rules and create a safe traffic society.

不足する労働人口を補いつつ、海外の方へ技能を伝える制度として始まった “技能実習制度” は、一定の効果を収めたものの、パワハラや給与未払いなど、人権無視が大きな問題となり、今後は「育成就労制度」となり、今まで以上に対象業種が広がり、更に安定した労働力として期待されていますし、自治体も彼らを支援する働きが今まで以上に求められています。

一方、自転車関連の事故は増加傾向にあると言われ、それに応じて、ヘルメットの着用努力義務や歩道ではなく車道通行の励行など、法律も毎年の様に追加されています。従って、現在の法律に対応した講習は日本人の多くの人に必要ですが、特に、日本語によるコミュニケーションが不足する来日 1～2年目の人達には、実際に学んでもらう機会は大変に大切です。私も、何等かの支援がしたいと考えております。

ボランティアとは、本来、市民による市民に対しての支援です。今回の震災では、行政が主導した事で大きく遅れ、被災直後の絶望感や孤立感など、本当に必要な「心」の支援が大きく損なわれています。
Volunteering is essentially support provided by citizens to citizens. Due to the government's leadership in this earthquake, the truly necessary emotional support has been greatly impaired.

 

1995年、阪神大震災で被災した体験から言えば、震災翌日には、‘道なき道’ を自走して、現地に入って来る人があり、一週間も絶たない内に、「救援物資」のプラカードを下げたオートバイ乗り達を数多く見かけたものです。
彼らは、自身の家族や友人、或いは避難所を目指して、移動に伴うリスクを覚悟で来ていた筈です。そして、食糧や水、暖房などの支援ばかりに注目を集めていますが、実際には 虚無感 や 絶望感、孤立感 など “心” へのケアが大切で、被災後、時間を置かずに、時間をかけてやって来た彼らによって、多くの人々の “心” は救われた筈です。しかし、現在では、内閣府（政府）が主導して、ボランティアの移動や入境を制限している状況では、本当に必要な、家族や友人・知人による、直接の支援を妨げる結果になり、避難している多くの人々の “心” を救う事に繋がりません。

そもそも、現在では 内閣府が認定して、社会貢献の為に活動している 数多くの NPO法人があり、日頃から フードバンク や 孤立者支援など、行政主導ではなく、数多くの人々への支援実績を持った NPO法人があります。 彼らなら、最も早く、被災して支援が必要な人々に、適切で適確な支援を行なうノウハウも体制も整っている筈です。 何故、内閣府は、自らが認定して その活動状況の管理も行なっていながら、いざとなったら、全てを行政主導で行おうとするか理解できません。

2022年、ロシアがウクライナへ侵攻して、ウクライナから国外へと避難する人々が数多くあふれ、世界各国が避難者の受け入れを進めた時がありました。多くの国が、多くの人々を 国主導で受け入れた際、日本は最終的な受け入れ先に 市民団体・NPO法人を指定して、遅れてさほど多くない人々を受け入れを実現させた経緯があった筈です。どうにもならない時だけ NPO法人を利用するのではなく、行政では対応が難しい事を日頃から行なっている NPO法人の能力に頼る体制へと改める必要があるでしょう。

以上、今回の震災は、ボランティアとは、本来、［ 市民による、市民のための、親身で素早い支援 ］である事を再認識させられた機会でした。
