政治システムには権力とお金が集まるので、横領や癒着等の組織腐敗への誘引が無くなる事はない。しかしながら、このような腐敗は政治システムの実効性を低下させるので、組織の仕組みの中に腐敗耐性の仕組みを埋め込んでいく必要がある。
腐敗耐性を実現する方法としては、ダブルチェック、定期・不定期の監査、透明性の確保等がある。
しかしながら、腐敗耐性を盛り込む事は組織の俊敏性や運営コストの増加等を伴うので、この点も考慮する必要がある。
