政権の要件 （３）国民の参画
主権が本来、国民にある以上、国民の政治参加が全く無い状態は異常であり、政治参加が少ない状態も好ましくはない。現代日本のように、一見よく統治されているように見える状態でも、国民の政治参画が決して充分ではないケースもあるので、注意が必要である。
国民の政治参画は、法や制度の質を高めるだけではなく、行政の実効性を高め行政コストを下げる効果もある事に留意すべきである。

(3) Citizen participation
Since sovereignty originally rests with the people, a situation where there is no political participation by the people at all is abnormal, and a situation where there is little political participation is also not desirable. Even in states that appear to be well-governed, such as modern Japan, there are cases in which the political participation of the people is never sufficient, so caution is needed.
It should be noted that public political participation not only improves the quality of laws and systems, but also has the effect of increasing administrative effectiveness and reducing administrative costs.
