多くの人には、遠い将来の先憂後楽は難しい！
日本には「先憂後楽」という中国の古典から取った名言がある。東京にある後楽園もこの言葉が元となっている。
人は誰しも、先の事を予想しながら行動するものであるが、どの程度の将来かとなると、かなり幅がある。しかしながら、基本的には、人は反対の先楽後憂の行動を取るのが普通であり、先憂後楽で対処出来る場合も、長くて数ヶ月先という程度だろう。企業の不祥事で出てくる、問題の先送りもこの事と関係がある。
たまに少年時代に立てた人生設計通りに生きていく人を見かけることがあるが、そのような人は稀である。多くはその場しのぎの好悪や快楽を求めて生きていく。普通の人は、先憂後楽さえ難しいにも関わらず、環境問題のように超長期の問題となると、もはや思考の範囲を超えるであろう。よく、環境問題は票に繋がらない等と言う政治家がいるが、この先憂後楽の事と密接な関係がある。
上記の理由から、民意や経済界の了解を得て環境施策を考えるという有り方では、結局何も手を打てないと考える。この問題に関する限り、ボトムアップアプローチでは駄目で、トップダウンアプローチでやるしかない。
私は民主主義に反対する積もりは全くないが、環境問題にとっては、民主主義が最大の障害だとも感じている。ドイツの緑の党のように、環境意識の高い人々が政治に参画すれば民主主義で環境問題を乗り越えることが出来ると考える人もいると思う。しかしながら、ドイツ全体はどうか、地球全体ではどうかと考えると、無理だろうと思う。
このように考えてくると、そもそも長期、広範、大規模といった地球規模の問題は民主主義では解決出来る筈が無く、国際的な問題解決のスキームが必要ではないか？更に踏み込んで言うと、地球規模の問題を考え、意見調整する組織や枠組みはあるが、施策を決定するのは各国政府であり、その政府が長期の先憂後楽が難しい民意に従属していることが問題なのである。

Everyone acts while anticipating the future, but there is a wide range in terms of how far the future. However, basically, it is normal for people to act in the opposite way, and even if it can be dealt with previous worry and next pleasure, it will be a few months at the longest. This is also related to the postponement of problems that emerge in corporate scandals.
For the reasons mentioned above, I think that the style of thinking about environmental measures after obtaining the will of the people and the consent of the business world will not be able to do anything in the end. As far as this issue is concerned, a bottom-up approach is no good, only a top-down approach.
I have no intention of being against democracy, but I also feel that democracy is the biggest obstacle to environmental problems. I think that some people, like Germany's Green Party believe that democracy can overcome environmental problems if environmentally conscious people participate in politics. However, I don't think it's possible when you think about Germany as a whole, or the whole world.
Thinking about it in this way, we can't possibly solve long-term, wide-ranging, and large-scale global problems with democracy, and we need an international problem-solving scheme. You would think so! To go even further, there are organizations and frameworks that consider global issues and coordinate opinions, but it is the governments of each country that decide the measures, and those governments are subordinate to the will of the people, whose long-term concerns are difficult. That is the problem.
