政治の成功とは？

　政治の目的は、主権者である人民の継続的な安寧である。このために人類は裁判制度をつくり警察を組織し、教育を充実させ、医療制度を維持しているのである。政治の目的は、これらの円滑な運用を行うと同時に、問題を発見して、それを逸早く解決しようと努める事である。

　政治の成功とは、これらの事項を支障なくかつ、可能な限り少ないコストで行う事である。例えば、犯罪件数が少ないからといってそれだけで良いとは限らない。警察コストを増やして市民を圧殺するようなあり方であるとしたら、決して成功の政治とは言えないであろう。

　現在の日本の政治が成功か失敗かというと、失敗ではないが、決して成功とも言えないと私は思う。選挙における投票率が低く、議会制民主主義が宙に浮いているように見えるし、多くの国民が日本の将来が不透明で明るい展望が持てないでいると思うからである。

　国政選挙の投票率が低いことは、一票の重さの論議以上に重要な問題である。今回の統一教会の政界への関与にしても、数万人の信徒が選挙戦で重要な意味を持つというのは、既に異常な状態である。選挙に対する関心が薄いのは、選挙で誰が選ばれても大差が無いことを国民は知っているからである。
　これは、政界よりも官界がより多く国政をリードしているからであり、それ故に日本は政治的に安定しているので、これは評価して良いだろう。

　しかしながら、国民が政治に充分に関与していないと言うことは、政治の成功・不成功に関して非常に重要なポイントではなかろうか？国民の参画が充分でない政治は、失敗とは言えないまでも、決して成功とは言えない。

What is political success?
　The aim of politics is the continued well-being of the sovereign people. It is for this aim that mankind creates a court system, organizes the police, improves education, and maintains the medical system. The purpose of politics is to find problems and try to solve them as quickly as possible while ensuring smooth operations of these.

　Political success is doing these things without hindrance and at the lowest possible cost. For example, just because the number of crimes is low does not necessarily mean that it is good. If the policy is to increase police costs and suppress citizens, it cannot be called successful politics.

　If I were to ask whether the current Japanese politics is a success or a failure, it is not a failure, but I do not think it can be called a success either. This is because the voter turnout in elections is low, parliamentary democracy seems to be floating in the air, and many people think that the future of Japan is unclear and they cannot have a bright outlook.

　Low voter turnout in national elections is a more important issue than the weight of one vote. Considering the involvement of the Unification Church in the political world, it is already an abnormal situation that tens of thousands of members are important in the election campaign. The reason people have little interest in elections is that they know that it doesn't have big meaning who is elected.
　This is because the bureaucratic world leads more national affairs than the political world in Japan, and therefore Japan is politically stable, so this should be appreciated.

　However, isn't it a very important point regarding the success or failure of politics that the public is not enough involved in politics? Politics without sufficient public participation cannot be called a success, if not a failure.
