China has always used human rights issues in the U.S. as a "barrage" to avoid being criticized for its own problems. 
Last July, when the U.S. administration faced increasing criticism, it responded to the Chinese government's crackdown on Uyghurs in the Xinjiang Uyghur Autonomous Region and the tightening of control in Hong Kong.
