Using LAPACK on Metatrader 4 later than build 600

https://github.com/nakatamaho/forextools/tree/master/lapack_test

contains Makefile and sample sources for Metatrader4 to use LAPACK (via OpenBLAS).
Still dgesvd and dgesdd fail as "Access violation read to 0xFFFFFFFF".

I have just git push'ed for backup.
