Anthony Horowitz の "The House of Silk" からの引用です。
Wiggins seemed very small beside him. Malnourished and sickly, with matted hair, rheumy eyes and skin befouled by London dirt, it would have been impossible to distinguish him in a crowd.
"rheumy eyes" は文脈からして澄んだ眼ではないことは想像が付きます。辞書を見ます。

・Oxford English Dictionary: (especially of the eyes) full of rheum; watery.: She was small and wizened, with rheumy eyes and bad teeth.

・Collins Dictionary: If someone has rheumy eyes, their eyes are red and watery, usually because they are very ill or old.: The old man trotted closer, looking up with pink and rheumy eyes.

・Wiktionary: of, relating to, or producing rheum from the mucous membranes; watery: Her lips were clammy, but in her rheumy eyes there still burned the light of a vague desire.
なるほど、一応 "rheum" も確認します。
・Oxford English Dictionary: A watery fluid that collects in or drips from the nose or eyes.: When Morgan lifts his glasses to wipe the rheum from his eyes it seems there is nothing crueller than ageing.

・Collins Dictionary: in British English: a watery discharge from the eyes or nose; in American English: any watery discharge from the mucous membranes, as of the mouth, eyes, or nose

英国英語と米国英語では "rheum" の範囲がちょっと違うのですね。
