政治改革案の作成は政党が主導すべきではない
先頃提出された自民党の改革案は、驚く程お粗末なものであった。泥棒に泥棒の対策案を出させても仕方が無いように、裏金議員の仲間に裏金対策案を求めてもお粗末な案しか出てこないのは当然だろう。
では、自民党以外の政党が改革案の作成を行えば良いかというと、自民党との利害関係があるので上手くいかないだろう。
こういうことは、民間企業では外部に第三者の中立的な委員会を立ち上げて、客観的な視点で問題を見つめ対策案を練るというのが一般的で正しい手法である。
このような事は国会議員であれば知らない筈がないのだが、このような意見や行動がでてこないということは、野党の議員もある意味で腐敗しているのかも知れない。
Political parties should not be the driving force behind drafting political reform proposals.
The reform plan submitted by the Liberal Democratic Party recently was surprisingly poor. Just as it is pointless to ask a thief to come up with a plan to counter theft, it is only natural that if you ask a working companion of a politician who has slush funds to come up with a plan to counter slush funds, they will only come up with a poor plan.
So, should political parties other than the LDP be tasked with drafting reform proposals? This would probably not work because of conflicts of interest with the LDP.
In private companies, the usual and correct approach to this situation is to set up a neutral, third-party committee outside the company to look at the problem from an objective perspective and devise countermeasures.
There is no way that a member of parliament would be unaware of such things, but the fact that such opinions and actions are not being expressed may mean that opposition members of parliament are also corrupt in a sense.
