過度の移民の受け入れはソーシャルキャピタルを毀損する
ソーシャルキャピタルとは、「社会や地域における、人々の信頼関係・結びつき」を意味する概念である。これは、起業のし易さやビジネスモデルの成否にも影響する。国家の財産であるとも言える。過度の移民の受け入れにより、異文化の人が多くなると国の中で信頼関係が崩れてくる事が予想される。
スウェーデンでは、移民の受け入れに多額の費用を使って、国に同化するように移民に教育投資を行ってきたが、この高度なサービスの負担に耐えられなくなって中止してしまった。
スウェーデンが、移民の受け入れに高い投資を行うのは、ソーシャルキャピタルが毀損しないようにするためであり、単なる労働力として外国人を受け入れる低次元の移民受け入れ政策ではないだろう。
そのような意味で、移民政策は国によってかなりの開きがあり、バイデン大統領のような外国人が好きか嫌いかという単純な発想は無視して良いだろう。
いずれにしても、移民の受け入れはソーシャルキャピタルの毀損という負の問題と合わせて慎重に検討する必要がある。

The reason why Sweden invests heavily in accepting immigrants is to prevent social capital from being damaged, and it is not a low-level immigration policy that simply accepts foreigners as a labor force.
In that sense, immigration policies vary considerably from country to country, and we can ignore the simple idea that President Biden likes or dislikes foreigners.
In any case, the acceptance of immigrants needs to be carefully considered along with the negative issue of damage to social capital.
