国民の信頼が得られていない政権は、根無し草のようなものである。短期的に、或いは惰性的に政権が成り立っていても、政権は衰退していくであろう。また、国民の信頼が得られていない政権の施策の浸透力は低くならざるを得ず、従って行政コストは上がり、行政の実効性は低下する。
国民の信頼は、政権の持続性や安定性のために非常に重要な事項である。

(5) Public trust
A government that does not have the trust of the people is like a rootless plant. Even if a government is established up in the short term or by inertia, it will likely decline. In addition, the penetration of measures taken by a government that has not earned the trust of the public is bound to be low, resulting in higher administrative costs and lower administrative effectiveness.
Public trust is a very important matter for the sustainability and stability of a government.
