Fast forward to 2017, and in your 2017 book, "Removing My Father's Apology Monument: The Origin of the Comfort Women Issue, 'Seiji Yoshida': A Monologue of the Eldest Son" (published by Sankei Shimbun). Ms. Otaka pursued without a hitch on the line of reasoning that led to the life of Seiji Yoshida and his false testimony.

In 1983, Seiji Yoshida erected a monument apologizing for being moved forcibly in Cheonan, South Chungcheong Province, South Korea, at the Hill of Hope in Cheonan City.
He got down on his knees at the unveiling ceremony, but there is no mention of comfort women on that monument. 
It is because comfort women were not an issue at this point in time.
The purpose was to show that Sakhalin persons concerned carve on the stone the Koreans being moved forcibly, extracting money from the Japanese government forever. I think they used Yoshida's testimony as a stepping stone for the purpose.  *Haruki Murakami said in the Asahi Shimbun that Japan must forever apologize to South Korea. It would not be an exaggeration to say that he is an agent of South Korea and not just a mistake. *

Then the existence of conscripted workers has been addressed for quite some time.

Yeah. I think that the beginning was that there were problems with the treatment of Koreans left in Sakhalin during and after the war.

When Japan was governing the Korean peninsula, Japanese Koreans with Japanese citizenship emigrated to Sakhalin along with the Japanese as laborers working away from home and conscription.

The year before Yoshida's book "My War Crimes Koreans being moved forcibly," which details the hunt for comfort women on Jeju Island, was published, Yoshida spoke about the hunting for comfort women in his lecture. 
In September and November of the same year, he testified in court twice in the so-called "Sakhalin Litigation," a lawsuit against the return of Koreans who remained on Sakhalin, the first time about the hunting of Koreans who were sent to Sakhalin and the second time about the hunting of comfort women on Jeju Island. 
Some people may not see the connection between Mr. Yoshida and the "Sakhalin Litigation." Still, without knowing the circumstances of this case, it's hard to understand the nature of the comfort women issue. 
The "Sakhalin Litigation" was brought against the Japanese government by former Socialist Party chief cabinet secretary Kouzou Igarashi, and attorney Kenichi Takagi, who was involved in the South Korean comfort women's lawsuit, became the secretary-general of the plaintiffs' defense team.
The defense team said, "Japan forced 43,000 Koreans to come to Sakhalin and left only the Koreans behind after the war. The Japanese government should take responsibility for this.  The Japanese government should take responsibility for this. 
The Koreans in Sakhalin were people who came to Japan voluntarily to seek better compensation, but that didn't give Japan a responsibility to compensate them, so it was necessary to have an afterthought that 'being moved forcibly' was necessary.
That's why Mr. Yoshida was brought out as a witness for being moved forcibly.

In 1991, two years after the conclusion of the Sakhalin Litigation, the comfort women's lawsuit was suddenly launched.
In any case, a vast amount of money was spent on both the Sakhalin litigation and the comfort women issue.
Behind these lawsuits is the weakening and collapse of the former Soviet Union, which was the source of funding for the former Socialist Party and other left-wing forces.
