がありましたが、この中の "collared" が私の知っている意味、「襟」、「首輪」、「逮捕する/される」では通じません。　そこでオンライン辞書のOneLookを見ると：

2) noun:  a band that fits around the neck and is usually folded over

3) noun:  a band of leather or rope that is placed around an animal's neck as a harness or to identify it

4) noun:  necklace that fits tightly around a woman's neck

6) verb:  take into custody

7) verb:  furnish with a collar (Example: "Collar the dog")

と色々な意味があり、この6) take into custody の意味だと推測できます。take into custodyの意味は「収監する」つまり「逮捕する」の意味にもなりますが「保護する」の意味もあり、私の場合 "custody" ときたら、拘留、監禁よりも後見、保護の意味の方が先に頭に浮かぶので、英英辞書の方が分かり易い例でした。

タイトルに続く記事の内容を調べると：

SASEBO Nagasaki Pref. (Kyodo) The Nagasaki Prefectural Police said Tuesday they had captured a horseshoe crab at a supermarket parking lot in Sasebo

とあり、カブトガニ(giant crab）が抱かれた写真も掲載されているので、タイトルの “collared” はOneLook 6) の「保護された」と解釈するのが妥当でしょう。
