大型船の詳しい役割はわかっていませんが、海上保安庁関係者は、大型船が魚を集める拠点となり、木造漁船が漁を続ける態勢をとっている可能性もあるとしています。

また、ロープでつながれた複数の北朝鮮の木造漁船が大型船に引っ張られるような様子も確認されているということで、燃料を節約する目的もあると見られています。

海上保安庁関係者は、大型船が「母船」のような役割を担って複数の小型漁船とともに組織的に漁を行っているケースがあると見て、詳しく調べています。
なぜ日本海で操業するのか？
北朝鮮は当初、朝鮮半島沿岸での漁業を行っていましたが、数年前から沿岸を越えて日本海まで出て来て漁をするケースが目立っています。

１９８０年代には木造漁船が多数つくられ、漁が盛んに行われるようになりましたが、漁場は朝鮮半島の周辺でした。１９９９年に北朝鮮で出版された地図には、スルメイカや太刀魚などの漁場が示されていますが、いずれも朝鮮半島周辺の沿岸部で、「大和堆」など遠方の漁場は含まれていません。

その後、キム・ジョンウン（金正恩）政権のもとで状況が大きく変化します。キム・ジョンウン朝鮮労働党委員長が２０１３年５月に軍の水産事業所を視察した際に、「１隻あたり年間１０００トンを捕まえなければならない。これは命令ではなくお願いだ」と述べたと、朝鮮労働党機関紙「労働新聞」が報道。宮本さんによると、この数字が漁師たちの事実上のノルマになったということです。

北朝鮮「排他的経済水域」受け入れない可能性
北朝鮮の漁船が目立つようになっている能登半島沖の「大和堆」は日本の排他的経済水域の中にあり、海上保安庁は、取締りを強化して退去するよう求めています。

「排他的経済水域」は、水産資源や海底資源の権利の状況を明確にするために沿岸国が国連海洋法条約に基づいて設定するもので、沿岸からおよそ３７０キロまでが範囲となります。ただし、日本と北朝鮮の間で排他的経済水域を設定する場合、重なり合う部分が生じるため、日本側は法律に基づいて両国間の中間線を境界としています。
