Tojo and Matsuoka are benefactors of Jew people
I will return to Manchuria in 1938.

An executive of the Jewish Far East Association who was a Jewish resident’s organization in Harbin met with Major General Higuchi of the Kwantung Army's Harbin military secret service head and solicited to rescue Jewish refugees.
Higuchi made a decision and asked to allow refugees to enter, to Tojo lieutenant general who was chief of staff of Kwantung Army where the headquarters was located in Xīnjīng (present, Changchun).
Tojo quickly agreed, negotiating with the Ministry of Foreign Affairs of Manchuria, was able to enter Jewish refugees.
Son of Major General Higuchi (later Lieutenant General) is a university professor in Tokyo, "My father told that Tojo Chief of staff did not allow him to have Jewish refugees never saved”, he testifies.
Matsuoka Yosuke Manzhou railway president ordered a number of relief trains, dispatched Misuzuri, and carried refugees crossing the border.

The German Foreign Ministry made a strong protest against the Japanese government putting a large number of Jewish refugees into Manchuria.
