アップデートが失敗するときは・・・
これで失敗するときは、ネットワーク系のトラブルの可能性は低く、これで成功したときは、ネットワーク・サービスが起動してない等系を疑う。

・・・んだけど。例によってK7 Computingには単体でダウンロードできるようにはなってない

探せばWindows UpdateとかDownload Centerから入手できるだろうけど・・・
うーん Windows Defenderの定義ファイル集だけってのはないのかなあ？
