政権の要件
国家は人類が幸せに日々生活を送るために考案され、構築されてきた社会システムである。従って、その建設の巧拙及び維持は人類にとって重要な意味を持つ。その要件と思われるものを取り合えず挙げておく。取り合えずというのは、この論は未だ充分に検討されておらず、論考が進むに連れて項目の取捨選択が発生すると思うからである。
では、現在、私が考えている要件を挙げてみよう。
（１）環境変化に対する組織の柔軟性と俊敏性
（２）組織腐敗に対する耐性
（３）国民の参画
（４）公平性と公正性
（５）国民の信頼
（６）後進の育成（政治教育）
（７）参政権の若年層へのシフト
（８）警察力と自衛力

Therefore, the skill of its construction and maintenance is of great significance to humanity. I will list what I think are the requirements for the moment.
