皆様にうれしいニュースをお知らせしたくご連絡いたしました。
１）先週木曜日（５月28日）、パリで開催されたリーディンググループの会議において、フランスが開発、保健のための通貨取引税の実施を研究する多国間ワーキンググループを立ち上げることを発表しました。国家がハイレベルで通貨取引税提案を公認したのはこれが初めてです。
この発表はフランスのベルナール・クシュネール外相が行い、潘基文国連事務総長の革新的資金源に関する国連特別顧問であるフィリップ・ドストブラジ氏が熱心に支持したものです。
２）この発表は、ル・モンド（Le Monde）、リベラシオン（Liberation）、ラ・トリビューン（La Tribune）、ラ・クロワ（La Croix）、レ・フィガロ（Le Figaro）といったフランスの活字メディアから、ロイター、AFPなどのニュースワイヤーまで、様々なメディアを通して報道されました。
３）この発表およびリーディンググループ会議でのNGOの活動により、同時に開催され同じく保健に関する新たな資金源を検討していたゴードン・ブラウン英首相主導のイニシアティブ「保健システムに関するハイレベルタスクフォース（High-level Taskforce on Health Systems）」では、（数日前に削除された）通貨取引税（CTL、Currency Transaction Levy）が同タスクフォースによる提言に再度含まれることになりました。これにより、CTL提案は７月にイタリアで開催されるG8サミットの準備期間中、検討すべき議案として残ることになります。
４）スペイン、ブラジル、チリ、ノルウェーは、このフランス主導のCTLワーキンググループへの参加に既に強い関心を示しています。
近々、重要文書へのリンクを含めた詳細をStamp Out Povertyのウェブサイトに掲載いたします。今後数週間から数カ月間は、英国および国際社会のNGOがこのCTL 推進の機運を止めることのできない力に変えていくため共に活動するかつてないほどのチャンスとなります。

Dear Network members, UK & international colleagues and friends
I am delighted to inform you that:
1) France has just announced that they are launching a Working Group of countries to study how to implement currency transaction levies for development/health. This took place on Thursday of last week (28 May) at the Leading Group (LG)conference in Paris. It is the first time such a high level public endorsement of the proposal has taken place by a nation state.
The announcement was made by Bernard Kouchner, the French Minister for Foreign Affairs and enthusiastically endorsed by Philppe Douste-Blazy, the Special Envoy on Innovative Sources of Finance to UN Secretary-General, Ban Ki-moon.
2) The announcement was greeted by extensive coverage from the french print media including Le Monde, Liberation, La Tribune, La Croix and Le Figaro; as well as news wires such as Reuters and AFP.
3) This announcement, combined with the work of NGOs at the LG conference, persuaded the High-level Taskforce on Health Systems - a Gordon Brown-led initiative, meeting at the same time, and also investigating new financing streams for health - to put the Currency Tansaction Levy (CTL) back into its recommendations (after it had been removed a few days before). This keeps the proposal on the table for consideration in the run-up to the G8 Summit in Italy in July.
4) Strong interest to join France in participating in the CTL Working Group has already been received by Spain, Brazil, Chile and Norway.
We will be putting up more information on our website shortly with links to key documents - there is an unprecedented opportunity in the next few weeks and months for organisations in the UK and internationally to work together to turn this momentum for the CTL into an unstoppable force.
