Change habits and mindset

I read the interesting article concerning 
kind of public mindset today.

In most areas of Japan , there is an unwritten rule of escalators that people have to stand still on the left side and leave the right side open for those who want to walk up quickly.

In Nagoya City, an ordinance regarding escalators has been enforced since this month.
This ordinance bans people from walking on escalators.

Officials in Nagoya city say 
they decided to enact the ordinance in the wake of accidents and complaints.

According to the Japan Elevator Association, more than 400 accidents occur in one year.

Nagoya city had called for people to stand still on escalators with various announcements for the past 20
years.
However disabled and older people continued to voice concerns such as,
“ I'm afraid people walking on escalators will bump into me." 
These citizen voices led the city government to enact the ordinance.
An official says ,
“ we hope to change people's long-standing habits  and mindset “.

I guess , Japanese people tend to be in too much of a hurry.
Let's be kind people who appreciate such ordinances.
