Damascus Confirms Downing Turkish Jet: Plane Violated Syrian Airspace

Damascus confirmed its anti-air defenses had downed a Turkish fighter jet on Friday, as it stressed that the plane had violated the Syrian airspace.

Meanwhile, Ankara conceded that the jet might have violated the Syrian airspace, with President Abdullah Gul said the violation was not ill-intentioned.

“An unidentified aerial target violated Syrian airspace, coming from the west at a very low altitude and at high speed over territorial waters,” Syrian state news agency quoted a military spokesman as saying.

“So the Syrian anti-air defenses counteracted with anti-aircraft artillery, hitting it directly as it was 1 kilometer away from land, causing it to crash into Syrian territorial waters west of Om al-Tuyour village in Lattakia province, 10 kilometers from the beach.”

The spokesman added that the target turned out to be a Turkish military plane that entered Syrian airspace and was dealt with according to laws observed in such cases.

For his part, Gul said Saturday the jet fighter shot down by Syria might have violated Syrian airspace.
"It is routine for jet fighters to sometimes fly in and out over (national) borders ... when you consider their speed over the sea," Gul told Anatolia news agency.

The president also said contacts were under way with Syria though Turkey withdrew its diplomats from its embassy in Damascus in March, and expelled the Syrian diplomats from the Ankara embassy after the escalating violence.

‘Syria downed our unarmed jet without warning’ – Turkish FM

The Turkish foreign minister says the military jet shot down by the Syrian military on Friday was not spying on Syria. It was testing a domestic radar system and was fired upon without warning upon leaving Syrian airspace, he said.

­The jet was unarmed, Turkish Foreign Minister Ahmet Davutoglu said in an interview with TRT TV channel on Sunday.

The minister confirmed that the aircraft did enter Syrian airspace before being engaged by the country’s air defenses, but stressed that it had happened by mistake.

He insisted that the jet was taken down in international airspace after leaving Syrian territory.

Davutoglu further said the attack happened without warning in violation of international law, and that Ankara will take the necessary steps in response.

Turkey will report on the incident to other NATO members next week, he added.

A meeting to discuss the incident will be convened on Tuesday, a NATO spokesperson said on Sunday.

Meanwhile, UK Foreign Secretary William Hague derided the downing as an "outrageous act" and a "deplorable incident that underlines the urgent need to find a solution to the current crisis in Syria." He said Britain is ready to pursue robust action on Syria at the UN Security Council.

Damascus insists that it acted in defense of its national sovereignty in shooting down the aircraft, which violated its borders.

 

24日午後のロイターは、北大西洋条約機構メンバーであるトルコが、この件をNATOレベルで討議すると伝えている。この時点では既にトルコは、シリアがトルコ機を国際領空上で撃墜したと言っている。巧みに表現を変更し「両国の領海線近く」で撃墜された、と述べている。トルコ機は明確にトルコ旗が示され「非武装」だった、と強調している。後半でシリア領空を15分間侵犯した事実を認め、前日には「Mistake・間違って」領空侵入してしまった、と言っていたが、ここでは、「こう言う領空侵入は、他の国との間で良くあることだ」と表現している。

トルコ大統領、外相は発言しているが、トルコ首相はまだこの時点で発言していない。26日火曜日、党大会場で正式声明を発表するとしている。

Turkey to consult NATO allies over downed jet

ANKARA (Reuters) - Turkey said on Sunday Syria had shot down its military aircraft in international airspace on Friday without warning and declared it would formally consult its NATO allies on a reaction.

Turkish Foreign Minister Ahmet Davutoglu, speaking some 48 hours after the jet was shot down near both countries' sea borders, told state broadcaster TRT the plane had been clearly marked as Turkish and dismissed Syria's earlier statement it had not known the plane belonged to Turkey.

He said the downed jet was unarmed and had been on a solo mission to test domestic radar systems and that the flight had no connection to the crisis in neighboring Syria.

"Our plane was shot at a distance of 13 sea miles from Syria's border in international airspace," Davutoglu said.

"According to the radar images, our plane lost contact with headquarters after it was hit and because the pilot lost control, it crashed into Syrian waters after making abnormal movements," he said.

"Throughout this entire period no warning was made to our plane."

He said the downed jet had briefly crossed into Syrian airspace 15 minutes before it was shot down but had then also received no warning from Syria. He said such flights often cross into other countries' airspace.

Turkish Prime Minister Tayyip Erdogan would make a statement at his ruling party's meeting in parliament on Tuesday, the foreign minister added. He said Ankara had begun to implement its response to the incident, but gave no details of the plan.

興味深いのは、トルコ大統領と外相の「論理」と表現の使い分けだ。

大統領は「速いスピードだから、つい領空侵犯してしまう様な事も起こる」

外相「間違って領空侵犯してしまった」「他国とのあいだでこう言う侵犯は良く起こる」「何の悪意もない」「シリア危機とは何の関係も無い」「シリア領空を出る時に攻撃された」「国際領空上で撃墜された」「非武装だった」「トルコ旗は明らかに示されていた」

トルコは、シリア大使を追放しており、シリアのトルコ大使館も閉鎖している。反政府派自由シリア軍の拠点はトルコにあり、トルコ南部からのシリアへの武器輸送、傭兵移送は既に報道され、よく知られた事実だ。　そうした事実背景をもった上で「何の悪気も無い、間違った領空侵犯だった」と言っても、イスラエル以外、中東最大最強のNATO加盟軍事国家トルコの言い訳としては、余りに稚拙過ぎる。

一方既に英国外相は「アウトレイジャス」と強い表現でシリアを非難している。

「何の悪意も無い間違ったシリア領空侵犯」のトルコ戦闘機撃墜事件は、NATO全体としてのシリアへの報復機会、人道目的軍事介入の口実を作り出すための「演出」だったのではないか、と疑われてもおかしくない。　もちろん、そんな一般民の国際世論など気にも留めないことは、既に現在までの行われてきたトルコ政府の所業を見ればよくわかる。

興味深い点は、トルコ国内世論、軍内部の反対意見にどう対応するのかだ。
