■草加市民の皆さまへ！（Dear Citizens of Soka）

東北関東大震災について、被害の大きい場所は報告されておらず、建物倒壊数も報告はありませんでした。現在、東京電力による計画停電へのご協力をお願いしておりますが、節電に協力して頂くことで、停電しなくて済む、もしくは停電しても計画停電の時間を短縮することが出来るため、引き続き、ご協力をお願いします。

There were no serious damages reported after the quake in Soka City. We are asking all the citizens to cooperate with the blackout plan of TEPCO. With your cooperation, they might be able to avoid actual blackouts or make the hours of blackouts shorter.

■防災無線が聞こえにくい？（Can't you hear the City Emergency Announcement?）

停電などにより、一部の浄水場でポンプが稼働停止になるなど、断水の可能性がある場合等、必要な情報を防災無線で放送しています。しかし、防災無線の難聴エリアが解消されていません。その場合は、次の電話番号で、直近の放送内容が確認できますので、ご利用下さい。

Soka City Hall makes announcements through the emergency radio speakers equipped all around the city area. But there are some areas where citizens may have a difficulty of hearing them. If it's the case, you can check the message soon after the broadcast through the telephon number below.

■チェルノブイリ原発事故との違い。（Difference from Chernobyl）

チェルノブイリ原発事故では、原子炉は稼働し続けて核爆発を誘発しました。しかし、福島原発の場合は、未曾有の大地震であったにも関わらず、制御棒が稼働して原子炉を停止させることが出来ました。その後の爆発は、余熱処理に問題があって起きたことで、海水を注入するなどして、この余熱を冷却することに全力を尽くしています。

大地震には原子炉が自動停止するなどの対応が可能でしたが、その後の津波が余熱処理のために稼働すべきバックアップシステムとしてのディーゼルポンプや軽油タンクを押し流してしまったために、原子炉を冷却することが出来なくなってしまいました。

In case of Chernobyl, Nuclear reactor didn't stop and caused the nuclear explosion. But in case of Fukushima, they successfully stopped the reactor even right after the Great Quake. Those explosions in Fukushima were due to the retained heat after stopping the reactor. Now, they are doing their best to cool down the reactor by sending Sea Water directly into the reactor, which means it will make the reactors unusable.

Against the Great Quake, their nuclear plants responded well to stop the reactors immediately. But Tsunami washed out and destroyed the backup system, consists of diesel electric power generators and fuel tanks, to cool off the reactors by circulating pure water.

■略奪のない日本人が素晴らしい。（No Looting, Wonderful People.）

今回の震災は、日本人のすべてが深い心の痛手を負っています。原発被害もチェルノブイリに次ぐ大惨事だとの報道にも関わらず、事態を冷静に見守りながら、計画停電にも協力して節電し、結果的に停電を免れたり、時間短縮が可能な結果を生み出しています。自衛の目的から、ガソリンや日用物資の備蓄のために、急激な需要に供給が追いつきませんが、物資の価格の急騰につながってはいません。

そればかりか、災害協定等により、一部の自動販売機が無償で飲料水を提供したり、企業が食糧の無償提供をしたりしています。

世界でかつて「エコノミック・アニマル」と呼ばれた日本人のイメージであれば、この機に乗じて物価を釣りあげても不思議ではありませんが、それは実態ではありません。まして日本人はこの機に乗じて、略奪や暴動を起こすようなことはありません。

私は日本人であることが誇らしい。

We, all Japanese, are feeling deep pain in our heart about the Great Quake. Although media reports Fukushima's case is one of the biggest nuclear disaster next to Chernobyl's, Japanese people are grounded to observe the situation changes, cooperating with the blackout plan announced by TEPCO (Tokyo Electric Power Cooperation) by turning off unnecessary use of electricity, even avoiding the actual blackouts or making it shorter than it was originally planed. For self-defense purposes, many people rush into shops and gas stations to strage gasoline, daily commodities and foods. It seems that demands exceed supplies. But it hasn't caused any rising of prices so far.

Moreover, some vending machines are giving out drinks free of charge and some shops are giving away foods for free.

The world once called Japanese "Economic Animal" and if it's the image of Japanese people, it difinitly is not true for their not trying to make extra benefits out of business in this situation. And yes, there is no looting or riots occurring here in Japan.

I am proud of being Japanese.

■親愛なる海外の友へ（To the Dearest Friends Abroad）

私のアメリカ人の母は先月脳動脈瘤の手術をしたばかりなのに、私たち家族にテキサスの自宅を提供するから避難して来るようにと心配し、教会の祈祷課題にして、私たちを祈りによって支えてくれています。私の高校留学時代のアメリカ人の友人たちも、大学時代のイギリス人やアメリカ人の友人たちも、同じような励ましの言葉をFacebookやメールで寄せてくれています。このブログを日英両国語でアップしたり、英語のTweetをしているのも、そのためです。

私たちも彼らも、多くの人々が今回の原発被害とチェルノブイリやスリーマイルの事故を同一視していることから、必要以上に不安と心配をしていると、今日現在、私が感じたために、この記事をアップすることにしたわけです。情報が不十分である、情報伝達速度が遅いとの避難はありますが、私は枝野官房長官はよく職務を果たしていると感じています。その時々に必要な情報を適切に伝達することは、受取手側がその情報を十分に租借（理解）し、パニックにならないために必要なことだと思います。

これをいかに乗り越えていくのか。世界が日本を注目しています。

My American mother who had had brain aneurysm surgery last month, now, is worrying about me and my family offering their home in Texas for our shelter and including us in their prayers at Church. American friends in my high school days in the US, British and American friends from my college days in the UK are sending out their same kind of messages through Facebook or email. This is why I am uploading this blog article both in Japanese & English or Tweet in English.

Both of us, Japnese & Non-Japanese, seem to mix up Fukushima Nuclear Disaster with those in Chernobyl or Three Mile Island. And that might be causing unnecessary worries. Now, here, I feel that I should upload this. Explosions in Fukushima were not nuclear explosion while were they in Chernobyl and Three Mile Island. There are complains about not enough information or the slow speed of releasing information against our Government. But I think Mr. Edano, Chief Cabinet Secretary, is doing his job so well that Japanese people can digest as much information as he releases avoiding to panic.

How can we overcome this tragedy? The world is paying attention to Japan.
