日本では「海賊といえばソマリア沖」というくらい、ソマリア沖での海賊が有名だったりする。
その海賊対策として、世界各国が艦船をソマリア沖に派遣しているが全く終わりが見えない。
そんな中、ソマリアの対海賊部隊設立計画に関して、国連の薬物犯罪事務所（UNODC）の海賊対策責任者こと Alan COLE 氏が意味深な発言をしていた・・・。

AP の記事によると、どこぞのイスラム教の国と元 CIA エージェント＋元米国外交官が関与してるらしい。
米国政府の元職員を雇う国って、勘が良い人ならすぐわかりそうだが・・・。

この記事での違法操業ってのは、ソマリアの人達ではなく主にアジアや欧州諸国の漁船が行ってることなんですよね。
その一方で、ソマリアの人達が海賊以外で生活できる産業を立ち上げるとかの支援については、あまり進んでない気がします・・・。
ただ、どうしても各国の対策は自国の船舶を海賊行為から保護することにいきがちなもので。
また、ソマリアで産業を立ち上げるにしても、治安状況の改善も避けられませんし。
そのあたりを、うまいこと折り合いをつけられれば一番良いのですが・・・。
